Works on the construction of the new facility of Ferizaj Hospital have not yet started. At the time when a redesign should have been completed, the Ministry of Health has extended the deadline to the contracting company for another two months. The Ministry said that the project deadline was postponed due to technical reasons, and the Municipality of Ferizaj accused the executive of negligence and irresponsibility.
The Minister of Health, Arben Vitit, in February 2023, after the meeting with the Mayor of Ferizaj Municipality, Agim Aliu, promised that the works on the new facility of the Ferizaj Hospital will start very soon. However, it is not that the construction has not started, nor the redesign for which a company was engaged since March.
"The technical teams have already arranged all the things, it is in the budget framework of this year and as soon as possible they will resume the works in the current building", Vitia said a year and a half ago.
In March of this year, the Ministry of Health contracted the company "Vizion Project" in the amount of almost 67 thousand euros to carry out the redesign of the hospital.
It was expected to be completed at the end of July and would pave the way for the start of works.
However, a week ago, the Ministry of Health changed the terms of the contract, extending the deadline for this company for another two months.

"This amendment was drafted based on the request of EMK - the contract manager dated 02.08.2024, which refers to the contractor's request dated 10.07.2024, as well as summarizes the technical and procedural reasons for the need to extend the deadline for 60 days" , writes in the contract amendment "Redesign of the General Hospital of Ferizaj".
The Ministry of Health said that the project deadline was postponed due to technical reasons related to the design of solutions for the stability of the facility.
"We inform you that the project has not yet been completed. The deadline for the completion of the project has been postponed for another 60 days due to technical reasons related to the design of solutions for the stability of the facility and due to the delay in the approval of the conceptual project by the management group. The conceptual project was approved last month, and we expect the delivery and acceptance of the implementation project by 07.10.2024", says the response of the Ministry of Health.
KOHA also asked the contracting company for the reason for the extension of the deadline for submitting the redesign, but it did not provide an answer.
Regarding the situation around the Ferizaj Hospital, the University Clinical Hospital Service, which has the regional hospitals under its umbrella, has not responded either.

And in the Municipality of Ferizaj, while accusing the Ministry of Health of negligence and irresponsibility, they said that the extension of the deadline is unjustifiable.
"Only in October is the deadline for the delivery of the project, add to this the time of tendering, how long it takes, how many similar complaints there may be, so the chances before next March-April are very small to start construction, and this is very disturbing and has lost the meaning of all our courtesy towards the Minister of Health... It is a deliberate delay to come to the stage or the time of the new elections and then this is used as something we are doing" , declared Lulzim Aliu, deputy mayor of the Municipality of Ferizaj.
Aliu says that in the current hospital, patients and staff are facing severe conditions and insufficient spaces.
"What reason can the minister have today, who at the table in meetings is very soft-spoken, very benevolent, he says that no trouble has happened to me and the work has been done on time very quickly and at the right time. But 1 and a half years proves to me that that man as a minister is negligent and he is doing this delay on purpose", said Aliu.

The contract for the construction of the hospital was signed in 2018 by the then Minister of Health from PDK, Uran Ismaili.
In 2021, KOHA reported how the company that won the tender for the construction of the hospital was denounced to the Special Prosecutor by the Ministry of Health, with suspicions that it only performed rough works, and the same requested a review of the project and additional millions of euros.
