Auditor General Vlora Spanca said that this year they have increased the number of audits compared to previous years, and that by the end of August there will be 139 audits. She added that the audit plan has increased more in compliance audits.
Spanca emphasized that they have increased the number of compliance audits due to the numerous shortcomings they have at the state and local level with laws and regulations.
"Because international auditing standards foresee three types of separate audits, financial, compliance and performance. Given the lack of compliance or numerous shortcomings both at the central and local levels of compliance with applicable laws and regulations, it is better that audits are not comprehensive or based on samples in the financial audit, but rather that we take a specific project and see if the procedures have been respected from beginning to end," she said on "60 Minutes."
Spanca further stated that there will be 12 compliance audits, including those at UCCK for the construction of the facility for the Nephrology and Hemato-Oncology clinics, at MLGA for the process of subsidizing the construction of houses for non-majority and minority communities in the north of the country, at MCYS for capital projects in the field of cultural heritage, and others.
Meanwhile, he also spoke about the audit of high-rise buildings in the Municipality of Pristina, where he said that only 15% of construction permits issued during the years 2017-2021 were equipped with a certificate of use.
"The audit found that the Municipality of Pristina has not been efficient in the entire process, starting from construction permits to issuing certificates of use. There were many shortcomings in the process, unequal treatment of construction permit requests, lack of proper inspections, and the mechanism for providing certificates of use has not been effective. For 2017-2021, only 15% of construction permits have been equipped with certificates of use. Most high-rise buildings in the city are not equipped with certificates of use. It shows that the buildings are not safe, they are not owned by the residents, they cannot use them as their property."
