The Speaker of the 11th Legislature, Avni Dehari, has decided that the constitutive session will continue its work on Saturday (today), from 11 am. This has prompted reactions from a number of new MPs, but also from monitors of the work of the Assembly and lawyers, who assessed that the failure to reconstitute the Assembly within the 30-day period from the certification of the result, which ended on Friday, constitutes a violation.
Hamza: Kurti addresses if we go to elections, we do not rule out protests
The leader of the Democratic Party of Kosovo (PDK), Bedri Hamza, has stated that if Kosovo goes to new elections, the responsibility for this will fall on the leader of the Vetëvendosje Movement, Albin Kurti, and his party. He added that the organization of protests is not ruled out.
Hamza said that PDK deputies remained in the Assembly building until voting time, ready to participate in the continuation of the constitutive session, but criticized the fact that the Assembly hall was closed.
"The PDK deputies are still in the Parliament building, which unfortunately also in this regard the Parliament administration has closed the doors of the hall. We are here to show our readiness to participate in the constitutive session," declared Hamza.
He accused the government of disregarding the Constitutional Court's ruling and violating the Constitution, as the Assembly was not constituted within the constitutional deadline.
"We are dealing with disrespect for the Constitutional Court's ruling, which is very precise. It is a violation of the Constitution, it is disrespect for the act, it is a violation of democracy, it is a takeover of institutions in an unconstitutional and illegal manner," he said.
Hamza emphasized that Kosovo's institutions are not the property of any political party, adding that PDK will take the necessary legal and democratic actions to, as he said, protect constitutionality.
"The Republic of Kosovo is not the property of any party. The state is governed by rules, by laws. We will take all necessary legal, democratic actions to protect the constitutionality of the country," said Hamza.
According to him, Kurti's recent communications do not show serious willingness to resolve the situation, but aim to buy time and shift responsibility to other parties.
"No, there is no seriousness from Kurti at all. They are out to buy time and blame someone else for why we are going to the elections. If the country goes to the elections, the address is Albin Kurti and Vetëvendosje. We are entering an unknown field," declared the PDK leader.
Regarding participation in tomorrow's session, Hamza said that PDK will address the situation tomorrow.
"We are not a factor blocking the formation of institutions," Hamza concluded.
The constitution of the Assembly fails within the 30-day deadline

The Speaker of the 11th legislature, Avni Dehari, has informed the new deputies that the constitutive session will continue on Saturday at 11 am.
Thus, the works will take place beyond the deadline defined by the Constitutional Court, according to which the constitution of the Assembly must be completed within 30 days of the certification of the election results. The 30-day period ended on Friday.
The decision has been interpreted as unconstitutional by opposition party MPs and civil society actors. The Constitution, which defined this deadline, has not described any consequences for MPs or the legislature in the event that it fails to be constituted within 30 days after the certification of the election results.
MPs from the hitherto opposition parties, the Democratic Party, the Democratic League and the Alliance, have continuously called for the Assembly to be constituted on August 7, since the announcement of the Assembly's session on Friday.
Meanwhile, the monitor of the work of the Assembly, Eugen Cakolli, has emphasized that the scheduling of the continuation of the constitutive session for Saturday constitutes a clear violation and direct infringement of the constitutional order. According to him, the deputies should address the Constitutional Court.
"This decision and all this behavior constitute a procedural violation, a constitutional violation and a failure to implement the judgment of the Constitutional Court. Therefore, immediately after midnight, at least ten deputies should address the Constitutional Court, contest the decision to schedule the session after the deadline and the inactions of August 6 and 7, as well as request a temporary measure to suspend tomorrow's session before 11:00", requested Eugen Cakolli, senior researcher at KDI.
The Kosovo Law Institute has also considered the issue of scheduling the session for Saturday, beyond the constitutional deadline, a serious constitutional violation. The KLI has assessed that several constitutional violations are being committed with the recent political movements, and has demanded the immediate constitution of the Assembly, the termination of the exercise of ministerial positions by MPs and the respect of the constitutional limits of the exercise of the president's office.
Failure to conclude the session during the day, according to Constitutional Law lecturer Ditar Kabashi, constitutes a circumvention of the Constitution.
"If the Assembly is not constituted by midnight, then the text of the Constitution and the judgment of the Constitutional Court will be ignored. A meta-constitutional procedure will be initiated, that is, beyond the constitution," Kabashi said on KTV on Friday.
According to him, violating the deadline does not produce constitutional consequences for the new legislature or for the new MPs.
"Since there is no legal sanction, it remains in the political will, and the political will must be manifested through the re-convening of the session," he said.
The session began on Thursday, but was interrupted at the request of the leader of the Self-Determination Movement, Albin Kurti, who stated the need for more time for negotiations between political parties, with the aim of reaching an agreement on the president. But, according to the Group for Legal and Political Studies, the issue of the president cannot be used as an excuse to suspend or postpone the fulfillment of a constitutional obligation.
On Friday, Kurti also had a meeting with LDK leader Lumir Abdixhiku. LVV leader Albin Kurti said that there are drastic differences between LDK's demands and the results of the June 7 elections. Abdixhiku said that VV's offer is unacceptable and undignified.
The LDK has 18 MPs, while the signatures of at least 30 lawmakers are required for candidacy.
The VV has 53 MPs. As the only one, it can form a majority for the government and the parliament only with the parties of the minority communities. For the president, 80 MPs are needed in the hall in the first two rounds of voting.
Osmani remains LDK's proposal for president
LDK Vice President Lutfi Haziri said that nothing has changed until tonight, when asked if Vjosa Osmani remains this party's proposed name for the post of president.
In a press conference, in the final moments within the constitutional deadline for the constitutive session of the 11th legislature, Haziri said that the LDK in negotiations with Vetëvendosje had sought "only institutional balance."
Today, the chairman of the constitutive session, Avni Dehari, scheduled the continuation of this session for Saturday even though the constitutional deadline ends on Friday. The opposition parties, PDK, LDK and AAK remained in the Assembly in the last hours of Friday, but there was no session. Haziri called the stay in the Assembly "protection of the constitutional order".
He said that Vetëvendosje should have called the session tonight to respect the constitutional order.
Haziri also stated that regarding participation in the invited session on Saturday, the LDK will meet in the morning to decide.
Haziri said that the LDK is open to further meetings with the VV, even though on Friday the leaders of both parties stated that they are far from reaching an agreement on the formation of institutions. The LDK has requested to propose the name of the president, while this request from the VV has been described as a "big difference with the election result."
Haziri described this request as "offering the post of prime minister to other parties twice, despite their victories in the elections."
"We have not taken institutions just for ourselves. We are not talking about the position of the prime minister today. But about balancing our role. If the government has the first party, it must balance power with its partners", he said. "When a president is elected with 2/3, it is consensual and takes the constitution under its arm, it belongs to everyone and preserves the constitutional order".
Haziri has denied that his name was mentioned in discussions for the post of president.
Closed doors, no constitutive session tonight

Opposition party MPs have failed to enter the Assembly hall in their attempt to stay there, in the last minutes of the constitutional deadline for the continuation of the constitutive session of the 11th legislature. Besnik Tahiri from the Alliance has said that the doors are closed.
He stated that the decision of the chairman Avni Dehari to convene the session for August 8 violates the Constitution and the decisions of the Constitutional Court in previous cases.
"Those who have given the order to close the door want us to commit acts of vandalism. But we will never do this to the highest institution of the Republic of Kosovo. We only demand respect for the constitutional order and protection of the state. This tonight is yet another serious blow to the state," he said.
Jakaj: The MPs of PDK, LDK and Alliance made a mistake when they left the hall yesterday
Naim Jakaj from the Kosovo Law Institute (IKD) assessed that the deputies of PDK, LDK and the Alliance made a mistake when they left the hall during the constitutive session of the Assembly, which was interrupted by the speaker Avni Dehari.
According to him, despite the arbitrary decision of the chair of the session, Avni Dehari, to interrupt the session and give the floor to the acting Prime Minister, Albin Kurti, the opposition should have remained in the hall and demanded the continuation of the procedure.
"The MPs of PDK, LDK and the Alliance made a mistake when they left the hall yesterday. Despite the chairman's arbitrary decision to interrupt the session and allow Kurti to speak outside the agenda, they should have stayed in the hall and demanded the continuation of the session," Jakaj declared on KTV's "Interaktiv".
He said that the opposition could ask Dehari to return to the session and the Vetëvendosje Movement to propose a candidate for Speaker of the Assembly and to vote on the deputy speakers, in order to complete the constitution of the Assembly.
Jakaj added that it is positive that the opposition has now started to react more actively, but according to him, this has come too late.
"It's not bad that this is starting now, but a little late. It's good that there is opposition activity. It is inexcusable that a significant part of the opposition parties yesterday, apart from the statements after the constitutive session, did not participate in any debate or did not make any posts to put pressure on Dehari to call this session," he said.
PDK, LDK and Alliance in Parliament demand that the session be held tonight

The Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK) and the Alliance have gathered with their parliamentary groups in the Assembly building and are demanding that the constitutive session be continued tonight, a few hours before the 30-day deadline for the constitution of the Assembly expires.
During a media appearance, PDK Secretary General Vlora Çitaku said that the country is at a critical moment for democracy and institutions, and, according to her, PDK will not be part of the overthrow of the constitutional order. Çitaku added that the Republic and democracy are more important than any leader, ambition or political interest.
Further, she emphasized that the acting Prime Minister, Albin Kurti, is refusing to respect constitutional rules and norms.
"Any attempt by the Democratic Party of Kosovo to overthrow the constitutional order is unacceptable and extremely condemnable," Çitaku declared.
Çitaku called on the leader of the Vetëvendosje Movement and the acting Prime Minister, Albin Kurti, to come to the Assembly and continue the process of constituting the institutions.
There were also calls for Kurti from LDK MP Jehona Lushaku-Sadriu.
Hoti: LDK is seeking institutional positions to calm internal problems

The acting Minister for Family, Andin Hoti, has accused the parties so far in opposition for the political crisis.
The constitutional deadline for the constitution of the new legislature, following the June 7 elections, ends on Friday. But chairman Avni Dehari has scheduled the continuation of the session that began on Thursday to be held on Saturday. Vetëvendosje and its leader Albin Kurti requested the postponement a day earlier on the pretext that they want more time for negotiations with other parties on the formation of institutions, emphasizing the need for 80 votes for the president. However, VV, as the only one with minorities, can form a majority in the Assembly and for the Government.
Hoti, when commenting on the positions of other parties, has only criticized them. He has accused the Democratic Party, the Democratic League, and the Alliance of political irresponsibility and contempt for the will of the people.
"PDK and AAK have chosen the easiest path for them, but not for the people and Kosovo: to raise their hands, withdraw from every conversation and then, from a distance, point fingers at others. But, they are forgetting that the leaders of political parties are not 'directors of mushroom companies'. They lead parties that have received the vote of the citizens and mandates in the Assembly of the Republic. They have a political, democratic and institutional responsibility to sit at the table and discuss the creation of the country's institutions. PDK says: we are not moving a single step, period. And here ends their 'love for the state'. AAK, meanwhile, has chosen an ugly game. It sets conditions and packages them as a sacrifice for the citizen, as if suddenly there lies the salvation of Kosovo. They forget that they have been part of the government dozens of times and many of these "vital causes" have had neither political priority, nor a serious plan, let alone implementation when they themselves have governed. Now, after Albin Kurti has led a government that has strengthened the country's sovereignty and advanced Kosovo in many areas, they come up with low political games and try to sell themselves to the citizen as saviors. Disgusting!” he wrote on Facebook about the refusal of PDK and the Alliance to meet with Kurti.
Meanwhile, regarding the LDK, with which Kurti has met four times, but no agreement was reached on the formation of institutions, Hoti said that this party is attempting to calm internal problems with institutional positions.
"Meanwhile, the LDK, instead of reading the election results as they are, is trying to turn the citizens' votes into currency for internal bargaining. It is seeking to appease its own internal appetites and problems with institutional positions that the citizens did not give it by vote. No! Democracy does not work like this. The last elections, like the two elections before them, have given a political message that cannot be hidden with negotiations behind closed doors: the citizens have clearly shown to whom they trust the main burden of governance," he wrote.
Hoti accused other parties of holding the functioning of institutions hostage. He said that "this is not oppositionism, but political stupidity."
"Kosovo is not the property of any party. Nor are the institutions loot to be divided until everyone satisfies their own appetites. Everyone must take responsibility for the votes they have given. No more, no less," Hoti concluded.
IKL lists constitutional violations with three urgent requests

The Kosovo Institute for Justice, while assessing that several constitutional violations are being committed with the recent political movements, has demanded the immediate constitution of the Assembly, the termination of the exercise of ministerial positions by MPs, and the respect of the constitutional limits of the exercise of the president's office.
In a reaction after the chairman of the constitutive session, Avni Dehari, scheduled its continuation for Saturday, one day after the constitutional deadline, the KLI said that institutions cannot function based on political interpretations or the lack of sanctions.
The KLI has assessed that the failure to reconvene the Assembly today, 30 days after the certification of the election results, constitutes a violation of the Constitution, the Rules of Procedure of the Assembly, and the judgments of the Constitutional Court.
"The thirty-day deadline began with the certification of the election results on July 8. Within this deadline, the Assembly must conclude the constitutive session with the election of the Speaker and Deputy Speakers. The August 6 session was interrupted after the request of the acting Prime Minister, Albin Kurti, for additional time for negotiations on the election of the President. However, the election of the President is a separate process and cannot be set as a precondition for the constitution of the Assembly. No debate is held in the constitutive session. Political negotiations must take place outside it and cannot suspend the fulfillment of a constitutional obligation. Although the deadline has been violated, the Constitution does not stipulate the automatic dissolution of the Assembly, the repetition of elections or any direct consequences for the chairman of the session. The lack of a sanction does not legalize the violation, but neither does it prevent the continuation of the process," the reaction states.
The KLI has said that MPs should nevertheless complete the constitution tomorrow without further delay.
"Therefore, MPs from all parties should participate in the session tomorrow, vote for the Speaker and Deputy Speakers and complete the constitution without further delay. Violating the deadline should not be used as an excuse for a new boycott or blockade. If MPs consider that the interruption of the session and the passing of the deadline have violated the Constitution, the matter should be sent to the Constitutional Court," the reaction states.
The KLI has also assessed the exercise of ministerial functions by elected MPs as a serious problem.
"In Judgment PAnr.09/2025, the Supreme Court has determined that, from the moment of certification of the results, the elected person is considered a deputy and cannot simultaneously exercise the function of a minister. Incumbent ministers who were elected deputies were supposed to complete their executive functions before the certification of the results. This did not happen either before the certification or before the oath-taking on August 6. The continuation of the exercise of two incompatible functions is contrary to Article 72 of the Constitution, the separation of powers and the standard set by the Supreme Court," the reaction states.
Meanwhile, the most urgent issue has been the status of the Speaker of the Assembly of the previous legislature, Albulena Haxhiu, who has also been acting president since April 4 due to her function as Speaker of Parliament. According to the IKL, with the convening of the constitutive session, Haxhiu's mandate has ended and the country is now in a "serious institutional problem."
“In practice, the mandate of the Speaker of the previous legislature continues only until the constitutive session. With the convocation and commencement of the constitutive session of the new legislature, Albulena Haxhiu’s mandate as Speaker of the Assembly has ended. With the end of this mandate, the constitutional basis on which she exercised the office of President has also ceased. The Constitution recognizes this competence to the Speaker of the Assembly and not to its former Speaker. The Speaker of the constitutive session is not the Speaker of the Assembly and cannot automatically assume the office of President. Until the Assembly elects the new Speaker, the country is in a serious institutional problem. Despite this conclusion, even if it were claimed that the Acting President, Albulena Haxhiu, could continue to exercise her office, Article 90 of the Constitution limits this period to no more than six months. Consequently, she cannot exercise this function under any circumstances after October 5 2026," the response says.
The KLI has assessed that any decision that may be taken by Haxhiu as acting president may become the subject of constitutional review by the Constitutional Court.
The Alliance requests an extraordinary session to finalize the constitution tonight

The Alliance has requested an extraordinary session tonight at 22:30 PM, with the aim of completing the process of constituting the Assembly within the constitutional deadline.
The party's MP, Besnik Tahiri, has accused the Vetëvendosje Movement of violating the constitutional order, saying that its actions are creating a dangerous precedent for the country.
"We are expressing our deepest opposition to what is happening tonight to parliamentary democracy. It is a violation of the constitutional order by the party that won the elections, which with its decisions is setting an example that, without a doubt, is a danger to the country. The goal was to shift the blame to the opposition and for VV to take three positions. We will not allow the constitutional order to be jeopardized, for Kosovo to become a party-state," Tahiri declared.
He announced that the Alliance, in coordination with other parliamentary groups, is requesting an extraordinary session tonight.
"As a parliamentary group, in discussion with the parliamentary groups, we have a request for an extraordinary session to be called tonight at 22:30 PM, for us to gather and ask the chairperson of the session to call the session and carry out the constitution tonight," said Tahiri.
Kurti offers PDK the Speaker of Parliament for president

The leader of the Vetëvendosje Movement and acting Prime Minister, Albin Kurti, has offered the Democratic Party of Kosovo (PDK) the position of Speaker of the Parliament, in exchange for support for the election of the country's next president.
In a letter addressed to the leader of the PDK, Bedri Hamza, Kurti expressed regret for the rejection of the meeting by this party, emphasizing that communication between them should take place through direct dialogue and not only through official letters.
He said that he respects the PDK's decision to remain in opposition, but emphasized that the constitution of the Assembly and the election of the president are processes that require the cooperation of all political forces.
According to Kurti, the real contribution of PDK is not only proposing the name for deputy speaker of the Assembly, but also participating in the election of the president, which, according to him, would avoid holding new elections.
"You can make a real contribution precisely in the election of the president, which would avoid us having to go through yet another unnecessary and unreasonable election, which is harmful to both the state budget and the country's economy," Kurti wrote.
At the end of the letter, he proposed to the PDK that this party take the post of Speaker of the Assembly in exchange for support for the president.
"For your presence in the hall and for participating in the vote for the new President of the Republic, we are ready to rotate your Deputy Speaker of the Assembly with our Speaker of the Assembly. This would be a beneficial contribution from you to the PDK: leading one of the three highest political positions in the Republic of Kosovo," Kurti's letter states.

Deputies of the Democratic Party of Kosovo (PDK) have gathered in the Assembly, just a few hours before the expiration of the constitutional deadline for the constitution of the 11th legislature.
The meeting of the PDK parliamentary group comes after the chairman of the constitutive session, Avni Dehari, scheduled the session to continue for tomorrow, despite requests that it be held within the deadline set by the Constitutional Court.
MP Vlora Çitaku said in a conference that the meeting is to discuss developments, while pledging that PDK will not be part of the "overthrow of the constitutional order."
Among the latest developments is a letter that Vetëvendosje leader Albin Kurti sent to PDK leader Bedri Hamza. In it, he proposed that PDK take the post of speaker of parliament, and that VV take the post of president.

The Democratic League of Kosovo (LDK) has called on the Self-Determination Movement (LVV) to call for the continuation of the constitutive session tonight, so that the process can be concluded within the deadline set by the Constitutional Court's verdict.
In its reaction, the LDK expressed concern about the failure to constitute the Assembly within the constitutional deadline, warning that such a situation risks placing Kosovo in a phase of constitutional uncertainty and lack of institutional legitimacy.
According to the LDK, this could have irreparable consequences for the proper functioning of institutions and legal security in the country.
The party emphasizes that its position has been clear and unchanged throughout the process, that the Assembly must be constituted within the deadline set by the Constitutional Court, adding that this position has been presented in all consultative meetings, including the one held today by the leader of the LDK, Lumir Abdixhiku, with the leader of the LVV, Albin Kurti.
The LDK recalls that the implementation of the judgments of the Constitutional Court is a constitutional obligation and that their respect is in the interest of the democratic functioning of the Republic of Kosovo.
"Therefore, LDK calls on the first parliamentary entity, in fulfillment of its responsibilities in this process, to enable the holding of the constitution session tonight and the conclusion of this process within the deadline set by the Constitutional Court's Judgment," the reaction states.
According to the LDK, the failure to continue the session tonight, within the deadline set by the Constitutional Court, prevents the deputies from exercising their mandate in fulfillment of the constitutional obligation to constitute the Assembly.
PDK: We will not stand idly by in the face of Kurti's constitutional violations

The Democratic Party of Kosovo (PDK) has expressed concern over what they say is a violation of the constitutional order by the Vetëvendosje Movement, which, according to them, today refused to respect the deadline set by the Constitutional Court's ruling for the constitution of the Kosovo Assembly. The PDK has warned that it will not stand idly by in the face of these decisions.
According to the PDK, the Constitutional Court has been clear that the Assembly must be constituted within 30 days of the certification of the election results.
"This deadline expires tonight. According to the largest opposition party, Kurti has placed party interests above state interests.
"Unfortunately, it is once again being proven that Albin Kurti has placed party will over the Constitution of the Republic and party interest over state interest. It is regrettable that a political entity, which has gained the trust of citizens to create new institutions, is holding the Republic of Kosovo hostage due to its own political calculations, delaying their creation and producing constitutional uncertainty," the reaction continues.
The PDK has said that the Constitution is the foundation of the democratic and legal order of the state, therefore they warned that they will not stand idly by.
"For the Democratic Party of Kosovo, the Constitution is not a matter of political interpretation, but the foundation of the democratic and legal order of the state. Therefore, as in every case when the constitutional order is violated, this time too, the PDK will not stand idly by. Protecting the Constitution and the rule of law is an obligation to the citizens and to the Republic of Kosovo. Kosovo needs functional institutions, political stability and respect for the law. There is no functional democracy where the will of a party is placed above the Constitution of Kosovo. Unfortunately, today Albin Kurti again chose exactly this path," it says at the end of the reaction.
Session on Saturday, Cakolli: Violation of the constitutional order, MPs to address the Court
Eugen Cakolli from the Kosovo Democratic Institute (KDI) has assessed that the scheduling of the continuation of the constitutive session of the Assembly for tomorrow, at 11:00, constitutes a clear violation of the Constitution and a violation of the constitutional order. He has called on the deputies to address the Constitutional Court and request the measure of suspension of the session.
According to him, the chairman of the session, Avni Dehari, had an obligation to call the continuation of the session today, so that the procedure could be completed within the constitutional deadline.
"The 48-hour deadline for the break is a procedural limit and is applied only within the constitutional deadline. Dehari, by setting the extension after the deadline, and LVV, by not exercising the exclusive right to propose within the 30-day deadline, have prevented the deputies from exercising their constitutional rights and obligations," Cakolli wrote on Facebook.
He added that this decision, together with the actions taken, constitutes a procedural violation, a constitutional violation and a failure to implement the judgment of the Constitutional Court.
For this reason, Cakolli has called for at least ten MPs to address the Constitutional Court immediately after midnight to contest the decision to schedule the session after the deadline has expired, as well as the inactions on August 6 and 7.
He also requested that a temporary measure be sought to suspend the session scheduled for tomorrow at 11:00.

"We do not have a political agreement yet, expectations are different, positions do not match and it is my conviction that there is a drastic difference between the election result and the demands of the LDK," Kurti said.
"We have the opportunity to immediately elect the speaker of the assembly and the presidency and even elect me prime minister, but if we do not resolve the issue of the president, we will go to new elections again. Is there anyone who wants new elections, let me ask you once? Without reaching an agreement on the issue of the president, there is no way we can avoid new elections. The main issue is whether there is an agreement on the president, if there is no agreement on the president, the election of the presidency of the Assembly, the speaker of the Assembly and the government is pointless. Without an agreement on the president, we have new elections," he added.
He emphasized that there is a discrepancy between the LDK's ambitions and the results it achieved in the elections.
"In this situation where we have ambitions, appetites for LDK to have the president, even though you know that to apply for president you need 30 signatures, to be elected you need 61. There is a huge discrepancy between the result and the ambitions," Kurti said.
He stated that the president has never been from the opposition and that their first preference is the consensual president.
"But if there is no consensual president and if we come to the party president, then it is the Vetëvendosje Movement, party by party it is us. We have 53 MPs, and three others together make a total of 47. Let's not elect a party president, let's go with an academic figure, a proven professional, but if this is categorically rejected, then when we go to the political entities, first and foremost, the winner of the election who is not an ordinary winner of the elections, in this situation we find it impossible to make political agreements that distort the election result", Kurti stressed.
He said that they cannot allow the election results to be distorted.
"We cannot come to a situation where anyone from the opposition thinks that since this key turned into a trap of 80 MPs can be used based on a verdict from 15 years ago, then we can force VV to be put in a position as if it almost didn't win the election," Kurti said.
Abdixhiku after meeting with Kurti: We are very, very far from the eventual agreement
The leader of the Democratic League of Kosovo, Lumir Abdixhiku, has said that they are very far from an agreement with the Vetëvendosje Movement.
"We are very, very, very far from any eventual agreement, I do not expect it to change without changing the political positions of the parties. For the LDK, institutional balance is necessary and until there is balance, there can be no agreement. If the same positions as in December remain, the outcome is the same as now," Abdixhiku said after the meeting with the leader of the Vetëvendosje Movement, Albin Kurti.
He emphasized that the goal of the LDK was to find a solution, while expressing regret, saying that they are on a path that does not provide a long-term solution.
"LDK's goal has been to find a solution, not to deal with who is beating, deceiving, or delaying whom. At this point, I regretfully say that we are on a path that does not provide a long-term solution," Abdixhiku said.
He said that the LDK requested that he propose his name for president.
"It is the issue of the president. LDK has requested that the president be proposed by LDK, of course the names should be discussed with partners and on this point we have not had an agreement. The December offer that LDK would take not the Speaker of the Parliament, but the Deputy Prime Minister and some ministries is not sufficient, it is not dignified even to provide a solution to the crisis we are in. We cannot accept it as such, if you want LDK in government then LDK must be represented", expressed Abdixhiku.
"As soon as we agree that the proposal for president comes from LDK, then together with Kurti we will determine that name. I'm not talking about 'give us blank support and we'll come up with two names'. No, no, we're talking, because we're talking about the president," he added.
Kurti: When we have an agreement with LDK, there will also be news material
Acting Prime Minister Albin Kurti, also the leader of the Vetëvendosje Movement, before meeting with the leader of the Democratic League of Kosovo, Lumir Abdixhiku, said that these meetings do not constitute news.
According to him, when there is an agreement with this party, there will also be news material.
This is what he stated in response to journalists' questions about expectations for the meeting to be held today.
"When we have a political agreement, from my side you will also have news material. Meetings with LDK are no longer news, they are normal efforts to constitute the institutions of the 11th legislature as soon as possible," he said.
Meanwhile, Abdixhiku said he will make a statement after the meeting.

Hamza again rejects Kurti's invitation for a meeting

The leader of the Democratic Party of Kosovo, Bedri Hamza, has rejected an invitation to meet with the leader of the Vetëvendosje Movement, Albin Kurti. Hamza responded to Kurti in a letter, telling him that the PDK's position remains the same - that his party remains in opposition.
Hamza wrote that due to programmatic and conceptual differences, PDK "will exercise its responsibility in the opposition, within the Assembly of the Republic of Kosovo."
Meanwhile, he has requested that today, August 7, the LVV take the necessary steps to conclude the constitution of the Assembly.
"We ask you today, in accordance with the deadline set by the Constitutional Court's Judgment, to take the necessary steps to complete the constitution of the Assembly and pave the way for the formation of new institutions," Hamza wrote.
Hoti accuses LVV of blackmail, says readiness for compromise is needed
Democratic League of Kosovo MP Avdullah Hoti has accused the Vetëvendosje Movement of blackmailing with extraordinary elections.
He said that the LDK is ready to assist in the formation of institutions, but that this is achieved with a willingness to compromise.
"Of course, the LDK is willing to help in establishing institutions. But this should and can only be done by showing a willingness to compromise. Blackmailing with extraordinary elections achieves nothing. On the contrary," Hoti wrote on Facebook.
Pacolli: Time for the opposition to show whether it is the opposition of the Republic or of the blockades
Vetëvendosje Movement MP Fitore Pacolli has assessed that the country's president should not be a figure in ordinary political battles.
She said that the will of a party or a parliamentary majority is not enough to elect the country's president.
According to her, the Constitution and the very nature of this position require an approach that includes the opposition.
"The president is not the president of a party. He is the president of the Republic. Therefore, the candidate's proposal must be the result of a serious political dialogue, where the majority and the parliamentary opposition must sit at a table and seek the name that can overcome narrow party interests," Pacolli wrote in a Facebook post.
She said that the opposition should not and cannot treat the process solely as an opportunity to block the majority and that "Kosovo needs a president who emerges from an agreement that gives broader legitimacy to the institution of the President."
"In this process, the responsibility lies with everyone. In the end, the issue is not just who will be elected president, but how he will be elected and what legitimacy that president will have. Now is the time for the opposition to show whether it is the opposition of the Republic or the opposition of the blockades," Pacolli wrote.
GLPS: Today there is no room for excuses, there is only a clear obligation - the Constitution of the Assembly

The Group for Legal and Political Studies (GLPS) has called on the Vetëvendosje Movement, as the winning entity of the elections and the bearer of responsibility for the proposal of the Speaker of the Assembly, as well as all parliamentary parties, to take the necessary steps today to constitute the Assembly. GLPS, through a reaction, said that the failure to constitute the Assembly within the constitutional deadline would not only be a political irresponsibility but an unacceptable institutional failure, a clear violation of the constitution and a serious lack of responsibility towards the citizens of Kosovo.
According to GLPS, today, August 7, there is no longer any room for justifications, broad political interpretations or further postponements and that there is only one clear obligation, which is the constitution of the Assembly within the constitutional deadline. "Any failure to fulfill this obligation would be a violation of the constitution and an irresponsible political and institutional act."
GLPS has considered unacceptable the LVV's justification for interrupting yesterday's session with the claim that additional time is needed for discussions regarding the election of the president.
"Any extension in the name of 'political discussions' and aimed at political calculations does not serve the implementation of constitutional provisions, violates the expectations of the citizens of Kosovo and consequently the public interest. The issue of the President cannot be used as a justification to suspend or postpone the fulfillment of a constitutional obligation that has a clear and binding deadline. This justification is even less convincing considering that political parties have had months at their disposal to develop a dialogue regarding the election of the President. Even the scheduling of the session in the last days of the constitutional deadline was justified by the need to give the parties sufficient time to develop these discussions. Moreover, after the interruption of the session, no meeting was seen between political parties that would justify this postponement," the reaction states.
GLPS has emphasized that the constitution of the Assembly and the formation of the Government and the process of electing the president should not be confused.
"GLPS recalls that the constitution of the Assembly is a prerequisite for the election of the other two constitutional bodies, the Government and the President, which have strict constitutional deadlines. The procedure for the election of the President can be carried out within 60 days from the date of the constitution of the Assembly. Given that the mandate of the incumbent President ends on October 5, any delay only increases the risk of a new constitutional crisis. At the same time, exercising the function of the President beyond the end of the constitutional mandate of 6 months would constitute exceeding the constitutional mandate and a direct violation of the Constitution," it further states.
