After a nine-month delay, members of the Kosovo Police are expected to receive dangerousness allowances from 45 to 150 euros depending on the category. From 570 to 675 euros gross will be the salary of a member with the rank of police. Some police units did not benefit much from the new Salary Law, which, according to the Government, aims to increase and create equality between categories. In fact, the members of the Special Intervention Unit have not had their general incomes increased at all

The Kosovo police, who during the exercise of their duties are often exposed to danger, after nine months of delay are expected to receive the dangerousness allowances. If the new proposal of the Government comes into force, seven categories of positions in this institution are expected to receive the allowances from 45 to 150 euros along with the November salaries.

The value of the additional risk, proposed by the executive is from 60 to 80 less than before the Salary Law came into force. This minus, for the regular police, has been compensated with the basic salary, which with the new law has increased from 392 euros to 525 euros gross. However, the changes in salary and allowances did not affect the income of the policemen of the Special Intervention Unit. 675 euros gross is the salary of the members of this category, including the risk allowance. That was the financial income for this category even before the entry into force of the new law, since in addition to the risk allowance, this unit also benefited from the allowance for special work in the amount of 100 euros, which has now been removed.

Based on the value of the basic salary and the allowance for dangerousness, the reaction teams and the patrols, which at the same time constitute the largest number of the Kosovo Police, will receive a salary of 585 euros gross. Compared to the salary before the entry into force of the new Law, this category has an increase of 53 euros.

is the gross salary of the police officers for the management of operations from 497 euros that were paid last year. And, members of the border patrols will receive a gross salary of 625 euros, or 53 euros more.

The expert on security issues, Drizan Shala, has said that the net salary of police officers has not increased. He emphasized that the current salaries do not reflect the real work of the police.

"What they have proclaimed that salaries will increase with the current ones has a discrepancy. Let's not forget the fact that the salary over 500 euros is automatically taxed more. So there is an increase in the gross salary, but there is no increase in the net salary", said Shala.

According to Shala, members of the police previously did not pay tax for the allowances they received. While the allowances they will receive from the month of November will be subject to tax.

"This is what the Government is trying to hide and proclaim as growth. The executive is not mentioning exactly how much the policemen will be paid. Earlier they did not pay tax for the allowances, now they will pay tax", he said.

According to the Government's latest proposal, members of the elite units (Special Intervention Unit, Rapid Intervention Unit and Close Protection Unit) will receive an additional 150 euros to their basic salary. Earlier, 215 euros benefited from this supplement.

From 120 euros will be received by members of the Special Operative Unit, K-9 and the unit for explosives and demining. The amount that benefits earlier was 200 euros.

Members of the border patrols will benefit from 100 euros per month, while those of the investigation will receive an additional 75 euros on top of their salary, from the 150 they received in previous years.

Response teams and patrols, which at the same time make up the largest number of the Kosovo Police, will each receive an additional 60 euros for dangerousness, or 80 euros less than they received before the Salary Law entered into force.

Officials who received a higher salary before the entry into force of the new salary law will receive a supplement equal to the difference between the current salary and the new basic salary during the first year. During the second year, the supplement will be in the amount of 50 percent of the difference between the salaries.

In the Police Union, they asked the executive to change the government's proposal for the increase in dangerousness. And, as a sign of dissatisfaction, the elite Police unit announced a protest for Wednesday.

Prime Minister Albin Kurti has stated that everything has been decided in addition to the budget capacity.

For the additions of dangerousness, the opposition has requested several times a parliamentary debate for the consideration of the draft resolution for urgent financial support for the Kosovo Police, which failed to be held, as the deputies of the ruling party, Lévizja Vetëvendosje (LVV), did not participate, with the reasoning that this issue is being addressed in the Government.

The resolution for the additions has been proposed by the Democratic Party of Kosovo (PDK). Through this resolution, the PDK requests that within 15 days of its approval, the funds for the dangerousness allowances for the Kosovo Police be allocated. Also, within 60 days, the draft law for early retirement of police officers should be approved, and from January 1, 2024, the payment of health insurance for police officers should be covered.

Formed 24 years ago, the Kosovo Police counts nearly 10.000 members with different ranks. They still have neither health nor life insurance. According to the data of the union, 2.200 members have left this institution since it was founded in 1999.
