Strategic Planning Manager at the Kosovo Energy Corporation (KEK), Arjeta Saraqi, during her testimony in the case against the former CEO of KEK, Nagip Krasniqi, stated that Krasniqi had no preference for any particular operator.
According to her, Nagip Krasniqi, accused of "Abuse of Official Duty" and "Disclosure of Official Secrets", during his leadership of KEK, had respected the principles of this corporation, which include; the cheapest price should have priority, the operator should be serious and the work should be done quickly.
These answers were given by Saraqi during questioning by Vyrtyt Ibrahimaga and the accused's lawyer, Nagip Krasniqi.
"No, I can't say there was a preference," Saraqi declared.
According to her, the former CEO of KEK, Nagip Krasniqi, has respected KEK's principles of cheap prices, serious operator and completion of work within the deadline.

"Like other directors I have worked with, Krasniqi has been a principle at KEK that I have followed during my work: the cheapest price will have priority, the serious operator and it will be completed within the deadline because all our projects have consequences for the supply of electricity. Krasniqi in this case has been the one who has respected these criteria, as far as I know, during my work, as well as his successors," he said.
Prosecutor Fikrie Zejnullahu also asked questions about the strategic planning manager at KEK, Arjeta Saraqi, who was interested in knowing whether the witness remembered the procurement activities for the A5 Block Boiler.
Regarding this, Saraqi, who was Nagip Krasniqi's chief of staff, stated before the trial panel that she remembers this activity, which, as she says, has passed all other procedures.
"I remember the activity. Even with this activity, like all the others, without any division or particularity, the acceptance of requests, delegation for approval, then the notification that it is okay, come and take it or that there were remarks, fill it in, fix it like all the others," Saraqi declared.
Asked by the prosecutor whether she was part of the meeting when the activity to repair the A5 Block's Kalldasa was discussed, Saraqi did not rule out the possibility that she was present when it was discussed in general terms.
When asked by prosecutor Zejnullahu whether he knew Isuf Zejna, Saraqi claimed that he knew the accused Zejna after an invitation that the former head of KEK, Nagip Krasniqi, had received from the Kosovo Police and for which the accused Krasniqi had prepared an authorization for Isuf Zejna to respond to the Police letter.
"I met or know the person Isuf Zejna on one occasion when the director, Krasniqi, received an invitation from the Police and I handed it to him and there he prepared an authorization for the person in question Isuf Zejna to respond to the letter at the Police...100%. When he was in the office, I spoke, good morning when he arrived", she said.
When asked if she knew the position held by Isuf Zejan, the witness, Arjeta Saraqi, denied it.
When asked by the prosecutor about the procurement activity for the engagement of a legal consulting company in 2023, the witness, Saraqi, stated that Nagip Krasniqi had requested the engagement of a legal consultant and she had fulfilled the request for further procedures.

"Chief Nagip Krasniqi requested that a request be prepared for the engagement of a legal consultant. Even at the request of the chief, the forms or sheets were filled out, I filled out those forms and the request was submitted to procurement, then it continued like everything else with the development of the other phases," she said.
And when asked whether this request should have been made by the CEO of KEK or by the KEK Legal Office, Saraqi said that he did not know who it should have come from, while emphasizing that the amount of this contract was 60 thousand euros as far as he remembers.

"The chief executive could have told me if I had asked him who he was, but my advisor would have told me he didn't know. I had no way of understanding him because the issue of Isuf was not discussed, who he is, what he is, how he is, I wasn't interested," she declared.
Prosecutor Zejnullahu was interested in knowing whether KEK had previously signed any contracts with legal consultants, to which witness Saraqi stated that Tetra-Tech was a consulting company as a project of the American Embassy in support of KEK.
The presiding judge, Rraham Beqiri, also asked the witness questions, asking if Saraqi had noticed that Nagip Krasniqi, the director of procurement at KEK, was pressuring him for his work. She denied this.
At the end of today's session, the trial panel decided to hear Ymer Dragusha as a cooperating witness since his testimony supports the indictment.
Even in the initial hearing held on January 15, 2026, former KEK CEO Nagip Krasniqi and Isuf Zejna pleaded not guilty. In this case, Ymer Dragusha was also accused, and he reached a plea agreement with the Prosecution.
