Bekim Salihu from GAP assessed that there is not much strategic orientation in the promises in terms of investments by the candidates for mayors.
"Rahovec is known as an agricultural municipality and it is expected that "We should direct most of the investments in that area and not have a uniform set of promises. When you look at the promises in Junik, they are similar to Pristina. When you look at it, Junik has 300 thousand euros for capital investments, while Pristina has 501 million," he said.
He said that there are 1815 promises from the current mayors of 27 municipalities in Kosovo.
He stated on the show "60 Minutes" on KTV that only 918 promises have been fully fulfilled.
According to him, in percentage terms, 15 percent of the promises have been fulfilled.

Salihu underlined that from the 2007 to 2017 mandate, the number of promises made in local elections has not exceeded the number of promises made in this governing mandate.
"Looking at it numerically, the number of promises has increased, but not in percentage terms. The competition is strong in many municipalities and this pushes candidates to make different promises. The Mayor of Pristina has made 206 promises. Of these, 73 have been fully fulfilled. The Mayor of Pristina has made progress in fulfilling promises in education, administration and culture, while the least fulfilled promises have been in agriculture, infrastructure, economy and health," he said.
Salihu added that the novelty in this mandate is that the field of infrastructure appears to have a small number of fulfilled promises in all municipalities.
According to him, the number of promises made by mayors varies.
He said that healthcare was the area where promises were fulfilled the most, adding that this happened because the mandate began during the pandemic.
"There are many projects that mayors have implemented but that were not promised. This may have happened due to the needs of citizens."

According to GAP, just like in the previous mandate (2017-2021), when 51% of promises were fulfilled, in the current mandate, the fulfillment rate remains the same at 51%.
"By fields, the most fulfilled promises were in health (66%), education (63%), administration (58%) and in the social field (55%). While, the least fulfilled promises were in urbanism (34%), infrastructure (37%) and public services (41%). Of the 382 promises that have not begun to be fulfilled, 98% of them are the responsibility of the local level, while only 2% require inter-institutional coordination to be realized," it is stated in the "Identity Card of Municipalities" published by GAP.
