With 10 days left until the beginning of the school year, the Ministry of Education is being criticized for its decision to subsidize parents for the purchase of books and other school materials.

According to the calculations made by KOHA, the value of books in the market has an increasing trend in relation to the level of the classes. So, the higher the grade, the more expensive the books.

Only the books for the first grade cost over 70 euros, where the most expensive is the primer, priced at 11 euros. Compared to last year, the price for first class has increased by 7-8 euros.    

For a fourth-grade student, only the basic books cost about 55 euros, if the workbooks are also counted, the total price goes over 70 euros.

For the purchase of textbooks for children from the first to the fifth grade, the Ministry of Education allocates 80 euros.

And, for students from grades 6 to 9, they are subsidized by 110 euros.

But textbooks for a sixth grade student cost around 85 euros and for those in the ninth grade over 130 euros.

In this calculation, the expenses for other school materials such as bags, notebooks, rulers, colors and others are not taken into account.

Nexhmije Krasniqi, parent of a sixth-grade student, has complaints about the price as well as the distribution method.

"They're a bit expensive... now it's more complicated, don't go through the site, don't apply. "Last year, I had two or three problems with my application because it was not accepted and they took too long to distribute the money," she said.

The expert on education, Rinor Qehaja, has said that the prices of books should not be higher than the amount of funds provided by MEST.

"The price of textbooks does not dare to go higher than the 80 or 120 euros presented for the two levels. As I recall, it is MEST's obligation to provide the textbooks", said Qehaja.

The chairman of the United Education Union, Rrahman Jasharaj, has said that due to the long waits of parents to buy books with sufficient subsidies, the school year may start with delays.

The Director of Education in the Municipality of Pristina, Jehona Lushaku-Sadriu, also criticized.

"The school year will start with problems, without the fault of the SBASHK, without the fault of the teachers. But they will feel very bad when they see that some of the students are not able to have the texts and are in doubt whether to start with the explanation of the units or wait. If they waited, the learning process is damaged", said Jasharaj. 

"They have put the responsibility on their parents. Today, if you go to the bookstore, there are no published books because even the publishing houses have not been informed with the number they should publish. Therefore, today in Kosovo, some parents have begun to be subsidized, but there are no books to buy, and this is quite paradoxical and speaks of the incompetence of the Ministry of Education", emphasized Lushaku-Sadriu.

The school year that is starting is the second that school books are not provided by the Ministry, but parents are allocated subsidies so that they can buy them themselves.
