The number of people involved in the preparation and execution of the attack in Banjska exceeds the 44 currently indicted by the Special Prosecution Office. For this reason, institutions have been recommended to pay attention to Serbian security structures that are not in the north.
In 2023 and 2024, Kosovo faced terrorist attacks in Banjska and Varađa, but not all those involved in the preparation and execution of these attacks have been arrested and charged.
Institutions should pay attention to parallel security structures, the Kosovo Center for Security Studies (KCSS) has assessed.
The Director of the KCSS, Mentor Vrajolli, estimates that the number of people who were involved in the preparation and execution of the attack in Banjska includes more than the 44 people who are accused.
"What remains for the institutions of Kosovo is to ensure that these persons who operate within the territory of Kosovo and aim to undermine the security sector, these persons are treated adequately... Especially this group of Banjska, and I think that this group of Banjska is broader than those who were directly involved in Banjska," said Vrajolli.
Vrajolli says that security institutions should also pay attention to Serbia's security structures that are not in the north.

"Efforts must be continuous, because those structures will try to reconsolidate and at any moment when a vacuum is found, these structures can be consolidated, whether in the northern part or in other parts, so it does not mean that only the north is a haven for these structures, we must also pay greater attention to other municipalities that are largely integrated, but that have been left aside by the eyes of the institutions," he said.
For the Viqentijevic brothers accused of the terrorist attack on the "Iber-Lepenc" canal, the Special Prosecution claims that they belonged to Serbian security structures: for Jovan Viqentijevic, the Special Prosecution claims that he is part of the Military Intelligence Agency - VBA, while for Dragisa Viqentijevic, he was a member of the Civil Defense.
According to the indictment of the Special Prosecution, Jovan Viqentijevic, while speaking to the police officers after his arrest, who were sending him towards Pristina, mentioned five people from Zubin-Potok and five former Kosovo police officers who, according to him, were treated at the "Pasuljanske Livade" military training ground in Serbia.
"According to the defendant Jovan Viqentijevic, in the attack and fighting in the village of Banjska, Zvecan on 24/09/2023, from the Zubin-Potok area, several persons also participated, who due to the investigations will not be cited in this indictment," the indictment for the terrorist attack in "Ibër-Lepenc" states.
According to the indictment, the defendant told police that 120 people participated in the treatments, who performed infantry treatments, using long weapons, heavy machine guns, grenade launchers, C4 bombs and dynamite.

However, the likelihood that his statement given to the police will be used against him at trial is low, as he made the statement without his lawyer present.
The prosecution's indictment states that the defendant did not assert these facts in the presence of his lawyer, as he was protected by silence.
