Government distributes 13th month salary to public sector workers

The Government of Kosovo has approved the draft decision approving the payment of the 13th salary for employees who receive a salary from the Budget of the Republic of Kosovo. 

The execution of the decision, according to Prime Minister Albin Kurti, will take place on Tuesday.

"So tomorrow all employees in the public sector will receive their 13th salary. As we said earlier, those who have worked for 12 months will receive 13 salaries and not only that, even those who have not worked for 12 months will receive proportionally as much as they have worked. For example, if someone has not worked for 12 months in the last 12 months but has only worked for 6 months, they will receive their 13th salary halved," Kurti said at the conference after the Government meeting. 

Minister of Finance Hekuran Murati, at the Government meeting, provided some clarifications about the decision.

"There have been several cases where it has been looked at how to implement it in the best possible way. It is the case of all those people who have twelve full months in the public sector and receive the full 13th salary. It is equal to the value of the coefficient multiplied by the unit of coefficients that have the respective positions for the person who is on the payroll in March. We have encountered cases where there are situations where they have not completed all 12 months, we have agreed with the Treasury that for these people who have not completed 12 full months, the partial part will be given. For as many months as they have been engaged in these last 12 months, a part of the thirteenth salary will be given proportionally. The same applies to those who work part-time and not full-time. Even in these cases, the average salary received in these last 12 months will be taken. At the same time, we have taken care of maternity women who are or have been on maternity leave during this period "12 months; the months spent on maternity leave should be recognized as months worked full-time," Murati emphasized, KP reported.

The 13th salary for the public sector was promised by Prime Minister Albin Kurti during the election campaign on December 28. The provision of the 13th salary for the public sector has been included in the Budget for 2026.

It states that to distribute the 13th salary, a decision must be made by the Government, after ensuring that fiscal rules for not exceeding the deficit ceiling of 2 percent of gross domestic product are respected throughout the fiscal year.
