ECAP rejects PDK's request for re-election in Mitrovica

The Electoral Panel for Complaints and Appeals has rejected the request of the Democratic Party of Kosovo to have a repeat of the electoral process in South Mitrovica. The PDK had complained about the mixed ballots between classes and the issue of the serial number on the ballots.

However, ECAP- has deemed the complaint unfounded, saying that the complainant has not presented evidence to prove the irregularities and that after investigations by the Central Election Commission, it has resulted that the number of all valid, invalid and damaged ballots matches the number of ballots received by the Polling Station Council.

The panel said that the demands to repeat the elections in the entire territory of Mitrovica are unfounded.

The ECAP assessed that there was no violation of the integrity of the elections "not since the existing evidence shows that there was only a technical error in the ballot code at the polling station, while the serial number and other elements that were necessary for the security of the ballot existed on each ballot, as determined by the CEC Election Regulation 10/2024 Ballots and Brochures and supplementing and amending this Regulation with Regulation no. 01/2025".

According to the Panel, the claim about the "Bulgarian Train" also does not hold water.

The PDK has two days to appeal this decision to the Supreme Court.

The Democratic Party of Kosovo has announced an appeal to the Supreme Court after the Electoral Complaints and Appeals Panel (ECAP) rejected its appeal regarding alleged irregularities in the electoral process in South Mitrovica.

The party's response states that the ECAP's decision is "unfair and unsupported by the reality of what happened in Mitrovica."

According to PDK, evidence and testimony were presented during the complaint that, as claimed, show that the electoral process was violated and that the will of the citizens was not respected according to the law and democratic standards.

PDK has announced that it will not stop with this decision and will continue with legal steps.

The party has warned that the next appeal will be submitted to the Supreme Court, as the final instance for reviewing electoral issues.

"PDK is and remains in defense of the free, fair and clean vote of citizens. We only demand respect for the law and the expressed will of the citizens of Mitrovica," the reaction states.
