Prishtina, poor performance in the last 3 months

There are numerous works all over Pristina, but they currently represent a poor performance for the Municipality of Pristina.

Of all the expenses, according to a report by the mayor Shpend Ahmeti, for the last 3 months the least was spent on capital investments or only 11 percent.

Ahmeti linked the reasoning in his report to the pandemic and its impact, KOHA reports.

"Capital expenditures have been executed at a not very satisfactory rate. They reached the amount of €5,698,136.83, which is 11.44% of the plan during this observed period, which recorded an increase of: €1.022,676.69 compared to the expenses in this category during the same period of 2019, or an increase of: 21.87% in compared to the same period of 2019. The decrease in personal income has marked a decrease of 15.19 percent compared to the same period with 1 million and 356 thousand euros less," the report states.

And while the country has entered the election year at the local level, this year the Municipality of Pristina has nevertheless worked more than last year, where in the same period of 2019 it had spent only 5.48 percent of the budget for capital expenditures.

Poor Municipality of Pristina also survives with its own income. During the pandemic, citizens have paid less property tax, garbage bills and others compared to 2019, causing a 15.19 percent drop in revenue collection.

Most of the revenues are from road infrastructure, motor vehicle tax, property transaction tax and building permit tax.

"The impact of the situation of the COVID-19 pandemic, which has affected the period July - September/2020, has made us unable to realize the planned plan for this period. We hope that during the coming months, with the improvement of the general situation, we will have an increase in the collection of tax revenues and an increase in the efficiency in the collection of personal revenues from all the dicasteries that collect them. The municipality of Pristina has planned a total of €29,258,367.00 in personal income for 2020, of which in the third quarter it has realized 25.90%", the report states.

Even in court proceedings, the capital has lost many cases, being forced to pay damages and various debts.

In total, during the period July - September 2020, the Municipality of Pristina spent a total of €19,339,767.25, while during the period January - September it spent a total of €49,100,015.70.

Over 120 million euros has been in its coffers by the government of the president Shpend Ahmeti, this year of which over 27 million euros has been carried over from the non-realization of projects in previous years.

The transfer trend may continue this year as the Municipality has spent over 68 million euros in total, until the end of the year there are over 52 million euros available.
