The presidency has not indicated whether it will consider the 91 prisoners' requests for pardon

It is the third year in a row that President Vjosa Osmani has not pardoned any prisoners.

For this end of the year, 91 requests have gone to the address of the Correctional Service to turn to the Presidency to ask for forgiveness of a part of the remaining sentence.

Officials of the Presidency did not answer KOHA's questions regarding the decision to be made in relation to the requests.

And, the director of the Correctional Service, Ismail Dibrani, said that a positive response from President Osmani would also affect the behavior of the prisoners.

"It would be good if the requests of the prisoners in general are addressed and respected, because this year alone we have 91 requests, but we still have not received any decree from the president. It would be an additional motive if the president would use this legal mechanism, of course, so that the prisoners have better behavior and more motivation for life", said Dibrani.

The president's decision not to pardon for so many years of imprisonment was also criticized by the chairman of the Council for the Protection of Human Rights and Freedoms, Behxhet Shala. According to him, pardon has a significant effect on the resocialization of prisoners.

"It is serious and unacceptable that among the requests there is no one who meets the conditions for forgiveness. There is no state in the world, even in dictatorial regimes, that does not use a certain date of celebration without a development or a change of the system and that does not pardon a number of prisoners. With this non-forgiveness, they are actually taking away a right from the prisoners, but in a way you are also ignoring a right, which is guaranteed by the Constitution for forgiveness", he said.

Currently, there are 1 people in Kosovo's prisons. Since 746 until Osmani took office, more than 2009 prisoners have been pardoned.
