The Clinical and University Hospital Service has amnestied the economic operator "Handikos", despite the shortcomings in the implementation of the contract for the distribution and assembly of assistive devices for paraplegic and tetraplegic persons. The beneficiaries and branches of "Handikos" in the municipalities have confirmed that the transport of the equipment has not been provided according to the agreement, but the SHSKUK has claimed that the contract is being implemented in full.
The Clinical and University Hospital Service has amnestied the economic operator "Hendikos" for not implementing the contract signed in December 2025.
Article 14.2 of the contract for the distribution and assembly of assistive devices for paraplegic and tetraplegic persons stipulates that the distribution of these devices must be carried out throughout the territory of Kosovo, with adapted vehicles.
But the transportation of the equipment was not provided by "Handikosi", as specified in the contract, and this has been confirmed by the beneficiaries themselves and the association's branches in the municipalities.
However, according to SHSKUK, the contract is being implemented in full. This institution has not responded to questions about why it allowed the violation of the contract, but has forwarded a content that was part of the "Handikos" reaction a few days ago.
"Within the framework of the 24-month contract with SHSKUK, which is still in the initial phase of implementation (about two and a half months), HANDIKOS has successfully begun the assembly, adaptation and distribution of equipment for over 180 beneficiaries, with a total of 465 assistive devices (for movement, assistance and prevention), fully implementing the contract in question. Based on data from HANDIKOS, received by the contract manager, during this period dozens of cases of distribution of assistive devices have been carried out even in the homes of beneficiaries in different regions of Kosovo, and this process will continue to do so," the SHSKUK response states.
And Handikosi, instead of responding, has called on KOHË to visit the offices of this organization during the week and be informed of all the details of this process.
In December 2025, "Handikos" was contracted by SHSKUK in the amount of 123 thousand 134 euros for the distribution and assembly of 4 thousand 250 assistive devices for paraplegic and tetraplegic people.

Neither SHSKUK nor HANDIKOS indicated the number of devices that were delivered to beneficiaries in their homes.
After KOHA's reporting, the "Handikos" association reacted by saying that the term "distribution" does not exclusively mean sending "packaged" equipment to the homes of beneficiaries.
According to this organization, the devices must be assembled and adjusted for each individual at the HANDIKOS center, as most are complex and require physical presence for measurement and testing. So far, 123 people have benefited from 535 devices, but SHSKUK and “Handikosi” have publicly stated that in dozens of cases the devices have been delivered to homes.
