Two separate sessions will be held on Wednesday at the request of the Vetëvendosje Movement, on the last day of the constitutional deadline for forming a Government. In the first session, which will aim to form committees that will pave the way for the budget review in particular, the political entities PDK, LDK, AAK and Nisma have said that they will not participate. The same, although they have confirmed their participation in the second session, have declared that they do not have a vote for the Konjufca Government. If the vote for the Government fails, the country will go to early elections
The proposals of the Vetëvendosje Movement have received a firm response from four parliamentary parties, a day before they are to be submitted for discussion and approval in the Kosovo Assembly, in two separate sessions. In the first session, which will aim to form committees, which will pave the way for, among other things, the 2026 budget draft law, the political entities PDK, LDK, AAK and Nisma have said that they will not participate. The same parties, although they have confirmed their participation in the second session, have declared that they do not have a vote for Glauk Konjufca, the second-term candidate for the formation of the government.
The first session, which is scheduled to be held at 11:00 at the request of 40 Vetëvendosje MPs, includes nine agenda items. The session will aim to establish parliamentary committees and then review five international agreements, review the draft law on the budget for 2026 in first reading, approve the budget for the municipalities of Prishtina, Gjilan and Zubin Potok, and address the issue of RTK financing.
In the justification for the 11:00 AM session, Vetëvendosje lawmakers emphasized that the approval of the issues listed on the agenda are a prerequisite for the regular functioning of the institutions.
"The Parliamentary Group of the Vetevendosje Movement assesses that the issues set out in the agenda require urgent treatment by the Assembly of the Republic of Kosovo, due to their institutional, budgetary and functional importance," states the LVV's justification written in the request for a session.
Vetëvendosje MP, Mimoza Kusari-Lila, has expressed expectations that all MPs will express their willingness to approve these decisions.
"We hope that, for emergency reasons related to municipal budgets, all members of the Assembly of Kosovo will participate in the session and show readiness and willingness to overcome the financial burdens and obligations that may arise in the ninth legislature, before we move on to another vote," said Kusari-Lila.

After the end of this session, the deputies will gather again to elect the Government. The Vetëvendosje Movement has not indicated whether the necessary votes for a successful vote have been secured. The leader of this party, Albin Kurti, also refused to answer this question when asked by journalists.
"I need to get to the next meeting quickly," Kurti said.
The parties that were in opposition in the previous legislature have confirmed their positions against the Konjufca Government.
PDK MP Ferat Shala said that Vetëvendosje has no will to form a government and that it has deliberately dragged out the process until now.
"The PDK's position is the same as it has been for more than eight months in relation to the creation of institutions. Even tomorrow's session, which is the last day legally that it should be called, is a continuation of the attempt and political game that the majority has made without the will to build state institutions, so it will be a repetition of a scenario that is already known," said Shala.
PDK's non-participation was also confirmed by the party's spokesperson, Faton Abdullahu.
"We will not participate in the 11:00 a.m. session tomorrow, only in the 14:00 p.m. session," he said.
The LDK has also stated that they will not participate in the session called by the Vetevendosje Movement to address the issue of the budget for next year and several international agreements. The leader of the LDK, Lumir Abdixhiku, has said that his party does not become part of the parliamentary shows of the outgoing government. According to him, the LDK deputies will only participate in the session to elect the Government and that they will vote against the LVV candidate, Glauk Konjufca, whom he called a puppet.
"They dragged on for eight months creating a majority and forming institutions. They lost another 15 days with a puppet mandate that made no effort to minimally govern. Tomorrow, on the last day, the last hour, the last deadline, they have called two sessions for the emergency that they themselves caused with the delay... Tomorrow, from 14:00 PM, we vote with conviction and pride against the minority that can no longer behave as a majority in this country," said Abdixhiku.
AAK spokesperson Kushtrim Xhemaili has also confirmed his participation only in the 14 p.m. session.

PDK, LDK, AAK and Nisma: There is no vote for either the budget or the Government
This subject last week came out with a stance on the issue of the mandate holder.
"AAK held a meeting of its Presidency on Thursday, where it came out with a firm stance, the only way out of the situation the country is in is to go to early parliamentary elections... There is no coalition with VV, we have no vote for Konjufca and anyone from their ranks," Xhemaili wrote on Facebook.
The Social Democratic Initiative will not participate in the 11:00 session either.
"These topics cannot be treated as campaign decor nor as an instrument of daily propaganda. For these reasons, the Social Democratic Initiative will not participate in this improvised session. We will remain committed to solutions that serve citizens, that restore institutional normality and that respect the constitutional order. At this moment, the country needs clarity, responsibility and measured action, not hasty movements with electoral backstage," the Social Democratic Initiative statement says.
Civil society has also reacted to the session called by Vetëvendosje to address the budget. Albert Krasniqi from "Demokraci Plus" said that this session is illegal and contrary to the constitutional order of the country. He said that the only solution is the creation of a technical government with a limited mandate that would have only one goal - to get the country out of the blockade and prepare for the next elections.
"This session is not a solution but a political maneuver by the government, which President Osmani has recently joined, to shift the blame to others for the serious financial consequences that the country will face," he said.
Eugen Cakolli from the Democratic Institute of Kosovo has also contested the seriousness of Vetëvendosje in addressing these issues.
"First, there seems to be very little confidence that the proposed Government tomorrow will secure the necessary majority. Moreover, the eventual failure to approve tomorrow's points will be attempted to be capitalized on as a political card during the upcoming election campaign. And second, signals are being given that the country may remain without a new functional Government even beyond March - when budgetary issues become truly urgent," Cakolli said.
In the event of the failure of the Constitutional Court to secure the necessary votes for the Government, the President is obliged to declare early elections that must be held within 40 days from the date of the declaration.

Without a budget and without a government
The elections for the Government that is intended to be formed tomorrow were held on February 9 of this year. The Vetëvendosje Movement came first with 42.30 percent of the vote, followed by PDK with 20.95, LDK with 18.27, and AAK-Nisma with 7.8 percent of the vote.
LVV has secured 48 seats, PDK 24, LDK 20, AAK 5, Nisma 3, while the Serbian List has nine out of ten seats guaranteed for the Serbian minority. One seat from the Serbian community is held by Nenad Rašić's party, while the other ten seats out of the 120 seats in the Assembly have been won by representatives of other minorities.
