The Municipality of Pristina has changed the allocation of the allocated budget for the digitization of health. Based on a letter from the mayor Përparim Rama, half a million funds for this purpose have been allocated to the digitization of parking lots.
The Directorate of Health in Pristina had planned to spend half a million euros on the digitization of primary health care, even though this is the responsibility of the central level.
Of this money, not a single cent has been paid for this purpose.
The 500 euros allocated for primary healthcare in the capital have been reallocated. They went several times for digitalization, but for the digitalization of the parking lot.
On December 14 of last year, the chairman Përparim Rama, through a letter, requested from the Directorate of Finance that this amount of money be transferred to Prishtina Parking, based on an agreement which was signed a day earlier.
"Based on the agreement dated 13.12.2023, payment is required from the Capital Investments Category in the amount of 500 euros from Goods and Services from the Directorate of Public Infrastructure for Prishtina Parking", says Rama's letter.
The agreement between the municipality and "Prishtina Parking" is attached to the request.
With it, the municipality undertakes to invest 1.5 million euros for the digitalization of parking lots, while "Prishtina Parking" the amount of 1 million euros.
The agreement gives the details of what will be accomplished with 2.5 million euros. Some of them are: soil sensors for parking spaces, sensors for waste containers, smart poles for the city center, charging stations for electric scooters, and others.
The entire project is scheduled to be completed within 12 months. Based on this deadline, the project must be completed within 4 months.
KOHA has sent questions to the Municipality of Pristina regarding this issue, but has not received an answer.
Regarding the digitization of health at the primary level, representatives of Pristina have not spoken much during this mandate.
However, the project was mentioned by the mayor Rama, when he visited a private business that deals with digitization in the health sector.
"The digitalization of health is proving to be very effective in many aspects, such as minimizing costs, saving time and, above all, providing care even for people without direct access to infrastructure and health services", said Rama.
The process of digitization of health is not the responsibility of the local level. This, since both with the legal infrastructure and with the past sectoral strategy, Kosovo must have a unified health information system, which is led by the Ministry of Health.
