The Group for Legal and Political Studies has sued the Ministry of Finance, after finding that this institution committed violations in the process of selecting the secretary general. Civil society representatives have said that the Ministry has also ignored the requests of the CorrWatch Initiative to monitor the process.
The Ministry of Finance was sued on Tuesday by the Group for Legal and Political Studies (GLPS) for the recruitment process of the Secretary General, without the involvement of civil society in monitoring, contrary to what is required by law.
GLPS researcher Liridon Salihu said that the Basic Court in Pristina has requested that public institutions be obliged to allow civil society to monitor the progress of such competitions.
"From the evidence contained in this lawsuit, it is established that the Ministry of Finance has carried out the stages of the recruitment procedure for the senior management category 'General Secretary' in the Ministry of Finance, without respecting the legal obligation that the recruitment stages be monitored by civil society," Salihu emphasized.
And, Laura Nushi, who is a project coordinator at INDEP, said that the demands of the CorrWatch Initiative were not taken into account by the ministry.
"The CorrWatch initiative had submitted a request for monitoring on August 13 and September 9, 2024. These requests were completely ignored by the ministry, which on September 11, 2024, had published the list of candidates who had passed the preliminary verification phase," she said.
The recruitment process for the position of permanent secretary of the Ministry of Finance was also followed by public reaction from the CorrWatch Initiative and a complaint to the Independent Oversight Council for the Kosovo Civil Service.
