Osmani for European models for minorities: The best one that Kosovo currently has

President Vjosa Osmani has said that the model of respecting the rights of minorities in Kosovo is better than all the models mentioned by the emissary of the European Union, Miroslav Lajcak, in the framework of the Kosovo-Serbia dialogue. Osmani said that Kosovo is ready to discuss the European elements, but not that they violate the Constitution of the country.

In a statement to the media, after the discussion "Equality, Equality and Justice" within the Women's Week on Tuesday, Osmani said that he does not expect Serbia to change in the dialogue with Kosovo. According to her, Serbia's only contribution to this process was the placing of obstacles. She has said that she expects the international factor to put pressure on Serbia, to convince her that "the Ohrid meeting is extremely important and that through this agreement many issues will be resolved that pave the way for mutual recognition".

"As for the European models that have been presented, all 15 have nothing to do with associations. They are models of rights for minorities. In some, more rights are given, and in some less than what Kosovo already gives to non-majority communities. We have analyzed all of them and there are elements that can be taken from each of them, but I would say that the best model, much better than all those 15, is the one that Kosovo currently has. We are to discuss such elements, so that in Kosovo we have inclusiveness, diversity and multi-ethnicity is our constitutional value", said Osmani, adding that Kosovo "rejects something that endangers the functioning of our democratic system".

Regarding the agreement between Kosovo and Serbia on February 27 on the content of the European Plan, Osmani said that its article 7 is "the concession that Kosovo has accepted".

Both sides are committed to reaching specific arrangements, in accordance with the relevant instruments of the Council of Europe and using existing European experiences, to ensure an appropriate level of self-management for the Serbian community in Kosovo and the possibility for the provision of services in some specific areas , including the possibility of financial assistance from Serbia and direct communication channels of the Serbian community with the Government of Kosovo.

The parties will formalize the status of the Serbian Orthodox Church in Kosovo and provide a high level of protection of Serbian religious and cultural heritage, in accordance with existing European models.

However, according to Osman, the entire content will be clarified after the agreement on the implementation annex.

"As you know, on the day that this agreement was discussed and agreed on on February 27, I stated that Kosovo has also accepted concessions and that one of the issues that constitutes a concession is precisely Article 7. Do not forget that the discussion phase has not been completed and clarification of the provisions of this basic agreement for normalization. It will be broken down in the implementation annex. Whether it's a risk or not, it's up to us. It depends on how the obligations arising from Article 7 are broken down. Our commitment is that Article 7 offers minority communities the rights that are offered by the instruments of the Council of Europe and the highest standards of the European Union. They already exist in the Constitution of Kosovo, but we are ready to discuss within the models of the advancement of minority rights, but without endangering the constitutionality of our country, the principle of the unitary system and the internal functionality and territorial integrity and sovereignty. Concrete principles in our Constitution, don't see article 7 only as it is read, because together with all other articles, they are under discussion and will be discussed in Ohrid so that the implementation plan breaks them down", Osmani stated.
