President Vjosa Osmani has said that there was no unanimity among political parties on the issue of the mandate, nor readiness for the 2026 Budget.
She said that some of the party leaders expressed that they could not form a majority, and some that they wanted time to consider the possibility of proposing a new candidate.
She reiterated that her duty is to "do everything she can to avoid elections."
"All options for preventing the elections must be exhausted."
"There was no complete unanimity about whether there could be another mandate or not. I sought a path with the agreement of the parties to proceed with the budget and the Growth Plan. There was no willingness from a large number to proceed with the budget, but I proposed that we look at other constitutional options, which is the budget extension so that at least until March 31, 2026, citizens do not face a situation where they do not have salaries and welfare. This issue was considered by some, I will be in contact with the parties if such an opportunity exists," she said.

Osmani has requested reflection from political party leaders in the event that there is no second mandate.
"The LVV leader has asked to meet with me once again before the 10-day deadline expires and after consultations within the party he will come up with a proposal or not, but we have a constitutional obligation to respect the deadlines. Along with time, we have also lost many opportunities for our country."
Osmani added that the issue of electing the president, and potentially going to the polls again, was also mentioned in the meeting.
"This issue was raised by some of the participants to warn of a situation that we could face as a country. Let's say there are elections in December, then it takes several months until we have institutions, and then as soon as we have a government, immediately in the absence of a quorum of 2/3 the country immediately goes to new elections due to the failure of the presidential election. Such a situation was mentioned to warn that we could have two elections in the next 3-4 months, which is a serious situation not only for the CEC, but also as a situation where citizens will not have institutions for a long period of time," she said.
Meanwhile, he said that there was a will among the parties to allow the election of the president to be directly by the people.

President Osmani said that based on previous rulings of the Constitutional Court, the president should appoint another prime minister for the second time. In this case, as she said, she would not be able to mandate Albin Kurti as prime minister once again.
"With the very fact that another mandate is mentioned, our interpretation is that another mandate is required. Does it seem logical and fair to me? Not at all. But is this the reality? Yes. And we must respect this reality," she said.
