Countdown to the end: New elections or president

Edhe pesë ditë, duke filluar nga sot, partitë politike kanë kohë që të zgjedhin presidentin e ri, ose vendi shkon serish në një cikël të ri zgjedhor.

Krerët e të gjitha partive politike janë deklaruar kundër zgjedhjeve, por ende nuk është raportuar për ndonjë takim apo konsultim mes tyre për t’i evituar ato. 

Të enjten kryetari i Lëvizjes Vetëvendosje, Albin Kurti, njëherësh kryeministër, ka thënë se po të enjten (dje) do të nisin komunikimet për takime me krerët e opozitës, në përpjekje për të arritur marrëveshje për zgjedhjen e presidentit të ri të vendit.

Kurti ka thënë se komunikimet me opozitën do të fillojnë menjëherë pas takimit me presidenten e Komisionit Evropian, Ursula von der Leyen, e cila ishte në vizitë në Kosovë.

"After we finish the meeting we have today with the President of the European Commission, Mrs. Ursula von der Leyen, we will immediately begin communications for meetings with the leaders of the opposition, so that we are not without an Assembly on October 7, but at the latest by October 6, we have the new president," Kurti said.

Ende nuk është raportuar për ndonjë komunikim apo konsultim mes tyre. 

Javën e shkuar, Gjykata Kushtetuese vendosi që afati kushtetues për zgjedhjen e presidentit përfundon më 6 tetor. Vendimin e arsyetoi duke konstatuar se Kuvendi u konstituua përtej afatit kushtetues 30 ditor, dhe se ky afat ka nisur ta rrjedhë afatin 60 ditor për zgjedhjen e presidentit.

Partia Demokratike, si e dyta më e madhja në Parlament, ka thënë se tani është e gatshme të diskutojë për president, me kushtin që në Kuvend të miratohet ndryshimi i Ligjit për Gjykatën Speciale.

PDK had refused meetings with Vetëvendosje before the Special Court's verdict against four former leaders of the Kosovo Liberation Army. This party had also brought the issue of the constitution and formation of the Government to the Constitutional Court, but this institution considered them not unconstitutional.

The PDK has requested that the Parliament amend the Law on the Special Court, limiting its mandate, after the sentencing of Hashim Thaçi and Jakup Krasniqi to 25 years in prison each, Kadri Veseli to 18 and Rexhep Selim to 13. They were convicted of war crimes. Through the legal changes in the Democratic Party, they aim to limit the mandate of the Special Court to dealing with the crimes alleged in the Dick Marty report, as well as to establish international monitoring of its work. Meanwhile, for the war crimes, for which the four former KLA leaders were convicted, the proposed draft law foresees that they be tried in Kosovo.

The Alliance is the other entity that has refused meetings with Vetëvendosje and its leader, Albin Kurti. The smallest Albanian parliamentary party continues to refuse meetings, without meeting its demands, led by it for American gas.

The only party that had meetings with Kurti was the Democratic League of Kosovo. This party even had an agreement with Kurti on the name of Bekim Sejdiu for president. But six LDK deputies came out against it and the number of 80 deputies, enough to elect the president in the first two rounds, was jeopardized. Sejdiu then withdrew from the candidacy. After September 16, there have been no reports of meetings between the LDK and VV.

Failure to elect a new president by October 6th will force the country into elections that should be held no later than November 15th. These elections would be the fourth in less than two years. In February last year, elections were held regularly, while later, due to the inability to form a government, they were held in December. And in June this year, they were held due to the failure of the Assembly to elect a president.
