The man of Lushtak, Hajriz Koca, from political advisor to Secretary General in the Ministry of Innovation

Another input from Skenderaj to the Ministry of Innovation was Hajriz Koca, once director and spokesperson of the municipality led by Sami Lushtaku.

Koca, who also has a family relationship with Lushtak, was initially engaged in the Ministry of Innovation as a political advisor to Minister Besim Beqaj, KTV reports.

But, at the end of last year, from the political staff, Koca has moved to the other side and has occupied one of the most important positions in the ministry: that of Secretary General.

For another position within the ministry, that of the director of the Innovation Department, the most successful candidate was Laura Perjuci-Zherka, once a candidate for deputy and assembly member of the PDK.

The Ministry of Innovation insists that the recruitment procedures for these two positions were in accordance with the legislation in force.

"I strongly believe that they are in accordance and in harmony with all the procedures, for all other claims I cannot declare that they are outside my competences. I sincerely believe that they are according to the procedures and laws in force", said Bardh Ahmeti, Chief of Cabinet of Minister Beqaj.

However, the Anti-Corruption Agency recalls that such cases contradict the provisions of the Law on the prevention of conflict of interest, precisely its article 18, which defines the time limits between such movements of officials.

But, in addition to a potential situation of conflict of interest, for Arton Demahasaj, such an unprecedented situation can also constitute an exercise of influence.

KTV, on Thursday, reported how in this ministry, in the position of director of the Legal Department, a person was elected who was convicted of corruption.

Lulzim Kadriu, also part of the PDK, was a director in the Municipality of Skenderaj.
