Suspicions of irregularities have been raised in a competition process at the Kosovo Consulate in Toronto, Canada. Candidate Violeta Makolli has claimed that the Ministry of Foreign Affairs did her an injustice by disqualifying her on the grounds that she does not have a residence and work permit in the Canadian state. However, she claimed that she has made available all the documents that prove the opposite, as she added that she was never notified about the epilogue of the competition with all the requests addressed to the Ministry of Justice. In this department, they said that her employment would conflict with the basic rules of respect for the host country.
A recruitment process at the Consulate of Kosovo in Toronto, Canada has caused dissatisfaction among the candidate, who has not been able to be employed in the position of administrative assistant.
The candidate Violeta Makolli has claimed that the Ministry of Foreign Affairs, despite the many requests it has addressed, has not notified her about the epilogue of the competition and the reasons for non-acceptance.
She has made available the emails sent to the address of the consulate of the Ministry of Foreign Affairs, with the request for clarification. But, according to Makolli, the Ministry initially returned only automatic responses and after 24 hours, as usually happens when the parties address requests.
"My doubts have started since the submission of the documents. After the application, I asked for a confirmation letter, which each institution must provide when applying for a job. They didn't give me anything, I wrote them an email again. They returned me (an answer) after two days, pointing out the non-fulfillment (of the criteria) regarding the residence permit and the work permit", said Makolli. She also contested the way the interview was conducted at the Consulate.
"The interview procedure was a disaster, it was not an interview but more of a conversation, where Kadri Dakaj (the head of the Consulate) told me that it is a difficult job for me, maybe I have to work outside the working hours, I have children. I know all this, because I am still working. After they were late with their answers, when the interview was over, I was forced to write to you again. They just told me: 'Sorry, you have not been selected'. But even though I have asked them several times, the reasons for the refusal have not been sent to me in writing", he emphasized.
But the Ministry of Foreign Affairs denied these claims, as they said that all procedures were carried out based on the legislation in force and in accordance with the recommendations of the Human Resources Division.
"During the evaluation of the candidates, it was found that the candidate in question does not have a regulated status (residence permit) in Canada. Her employment would be against the basic rules of respect for the host country. In addition, during the evaluation, the candidate showed limited knowledge of the country's languages, as a very important criterion for this position. The Ministry of Foreign Affairs and Diaspora remains committed to having transparent recruitment processes, open to every candidate who meets the criteria and to make an evaluation based on meritocracy", says the response of the Ministry of Foreign Affairs.

However, Makolli has said that he has made the residence and work permit in Canada available to the ministry. Based on the document she presented, she said that she is allowed the right to work until 2024, while her residence permit is valid until 2026.
"I have a residence permit until 2026. These are the procedures required by the Canadian state and the right to employment is not violated. Furthermore, I am currently working in Toronto. If I wasn't in order with the documentation, I wouldn't have been able to work. The English language is also a criterion for working in the company where I am currently. So, what the MFA has said that I have limited knowledge of the English language is not true", Makolli declared.
Regarding the case, Makolli has warned that she will seek her right in the institutions of the Canadian state.
