The Mayor of Pristina has announced that the full functionality of "Prishtina Parking" has been restored.
In a Facebook post, he said that following the Supreme Court's decision, the Regulation on Parking Regulation in the Capital City will enter into force and full implementation will begin tomorrow.
"We inform citizens that the use of public parking lots managed by 'Prishtina Parking' is subject to payment, according to official tariffs. Any parking without payment is sanctioned with fines and punitive measures, in accordance with the legislation in force," he wrote.
He further added that Pristina is a city where public space serves everyone equally.
The official website of the Municipality of Pristina has also announced this decision.
Neither Rama nor the Municipality of Pristina have provided any further details on how "Prishtina Parking" will function from tomorrow.
In May, the Supreme Court annulled nine provisions of the Regulation on which the public enterprise "Prishtina Parking" operates, finding that it had exercised powers contrary to the law and the Constitution. The blocking of vehicles and the punishment of owners were also considered illegal.
No appeal was allowed against that Supreme Court decision.

Brestovci on parking lots: There will be no blockades, only fines from the Inspectorate
Bekim Brestovci, director of the Inspection Directorate in the Municipality of Pristina, said that they are not planning to change the Pristina Parking Regulation, but only hand over the powers to the Inspectorate for imposing parking fines.
In a response to KOHA, Brestovci said that now the Inspectorate will issue fines. According to him, there will no longer be blockades, but only fines.
"The Municipal Assembly should pass some modification of the regulation... we are not changing the regulation, we are only handing over the powers that the Supreme Court has not questioned in any way, which the Inspectorate has to impose fines for all those who park on sidewalks, for all those who park in green spaces, for all those who park in prohibited parking spaces, as well as for all those who park in designated parking spaces but who do not perform the payment service or for those whose payment time has expired... There will be no blockades, only fines," he said.

On Tuesday, the Municipality and Mayor Përparim Rama announced that the Regulation on the regulation of parking lots in the capital will begin to be implemented from tomorrow, without providing further details. Meanwhile, the Group for Legal and Political Studies, which filed the lawsuit in the case, said that the full functioning of the management of public parking lots cannot be achieved without changing the regulation in accordance with the Supreme Court's ruling.
CSL: The operation of parking lots cannot be carried out without amending the Regulation
The Center for Strategic Litigation (CSL), a platform of the Group for Legal and Policy Studies (GLPS), has said that the full functioning of public parking management in Pristina cannot be achieved without amending the Regulation.
"The amendment and supplementation of the Regulation must be made in accordance with the Judgment of the Supreme Court of Kosovo PANr.02/2025, dated April 16, 2025; The procedure for supplementing and amending the Regulation must be preceded by public consultation and compliance with legal procedures for approval, review of legality and entry into force.", their response further states.
In March of this year, the Center for Strategic Litigation filed a lawsuit with the Supreme Court to repeal and suspend the legal effects of the Regulation on the Organization and Use of Parking Lots of the Municipality of Pristina, known to the public as the Pristina Parking Regulation.
According to this center, the provisions contested in this lawsuit mandate "Prishtina Parking" to block, relocate and confiscate vehicles due to non-payment of parking fees, and also to manage spaces that are not intended for parking such as: islands, green oases and sidewalks around the parking lot, etc.
Following this lawsuit, the Supreme Court in May decided to partially repeal the Regulation on the Organization and Use of Parking Lots of the Municipality of Pristina.
And on Tuesday, Mayor Përparim Rama and the capital's Facebook page, without providing details, said that from tomorrow the full implementation of the Regulation on regulating parking lots in the capital will come into force.
VV calls the activation of fines and punitive measures by "Prishtina Parking" illegal
The head of the Pristina Municipal Assembly from Vetëvendosje, Gëzim Sveçla, has reacted to the announcement by the Municipality of Pristina and Mayor Përparim Rama, to restore the full functionality of "Prishtina Parking".
He said that the activation of fines and punitive measures by "Prishtina Parking", without supplementing/amending the Regulation by the Pristina Assembly, is illegal.
"Since May, when the Supreme Court overturned several provisions of the Regulation, the Pristina executive has had sufficient time to bring its amendment to the Assembly. But it has not done so. Any fine imposed during this period is contestable and directly violates the principle of legality," Sevçla wrote in a comment on the Pristina Municipality's announcement on this issue on Facebook.
According to him, the responsibility falls on the executive, which according to him, "is acting without legal basis and in contradiction with the decision of the highest court in the country."
