KOHA ka raportuar të mërkurën se Banka Gjermane për Zhvillim ka paralajmëruar mundësinë e ndërprerjes së mbështetjes ndaj Termokosit, në projektin për zgjerim rrjeti që ka vlerën 87 milionë euro.
E ministri në detyrë i Financave, Hekuran Murati, e ka kritikuar Komunën e Prishtinës për rrezikimin e këtij projekti. Ai ka thënë se qeverisë i është dashur përpjekje që ta sigurojë financimin prej 80 milionë eurosh, e se shumica e tyre janë grant.
“Është e papranueshme që për shkak të keqmenaxhimit që i është bërë ndërmarrjes Termokos nga Komuna e Prishtinës, ky projekt tash të rrezikohet”, ka shkruar Murati pas publikimit të raportit nga KOHA.
Tre alarme për Termokosin i ka ngritur Banka Gjermane për Zhvillim, ku në një letër drejtuar Bordit të ndërmarrjes, një kopje të së cilës e ka siguruar KOHA, KfW-ja ka paralajmëruar se problemet me 159 nënstacione të pakontrolluara, impiantin jofunksional të degazifikimit dhe vonesat për sigurimin e tokës e lejeve, po e rrezikojnë seriozisht projektin 87-milionësh të zgjerimit të rrjetit të ngrohjes. KfW-ja ka paralajmëruar edhe mundësinë e ndërprerjes së mbështetjes për Termokosin.

It also lists the consequences.
"The operation of uncontrolled substations causes system imbalances, including excessive leakage, overloading of pipes and pumps, high temperatures of water returning to the system, inefficient use of production and distribution capacity, as well as various hydraulic problems, ultimately causing insufficient heat supply in the affected areas," the KfW letter states.
KfW has expressed concern that a significant number of substations identified by the Implementation Consultant are unknown and unregistered customers, who were not part of the previous project with Termokos and are assumed to stem from network expansions carried out directly by the capital's district heating company.
The document states that in accordance with the provisions of the Special Agreement between Termokos, the Municipality of Pristina and KfW, dated December 20, 2022, for the ongoing Solar District Heating project, and as further elaborated in KfW's letter dated October 15, 2024, Termokos must implement any expansion of the district heating network in accordance with the Master Plan and with prior written approval from KfW.
KfW has also raised the alarm about the degasification plant, financed and installed within the framework of the previous project with Termokos. The letter states that it is not functional.
The document states that KfW has understood that the contractor has refused to complete the remaining work and that the amount held as a guarantee has not been released.
Regarding the continuation of the Solar District Heating Project, KfW has highlighted another issue that it has assessed as equally critical. It has to do with securing land and equipment with permits, as this financial institution has assessed that these issues remain unresolved due to limited progress regarding the implementation of the Bilateral Memorandum of Understanding between the Municipality of Pristina and the Municipality of Obiliq.
