It has been more than two and a half years since the Board of the Procurement Review Body (PRB) has been operating with only three of the five members it should have. According to the Law on public procurement, PRB members are appointed by the Assembly after the proposal of the Government, Koha Ditore writes today.
The media office of the Assembly said that they did not receive proposals from the Government, while the Government did not indicate why they did not send proposals to the Assembly to fill this board. The PRB has said that the incompleteness of the Board is causing an overload in their work.
According to the researcher in the "Democracy Plus" organization, Agon Hysaj, the operation of this body with only three members has extended the deadlines for making decisions. According to Hysaj, in these conditions it is difficult to have quality in their work.
"Functioning with only three members has made the work of the PRB difficult. Since July 2017, it has three members, while the number of complaints has increased from 553 complaints in 2017 to about 1000 in 2019. The average time to make a decision has increased. In 2017, it was 38 days, this year it is 44 days", Hysaj emphasized.
