But at the end of last month, at Rama's proposal and with the help of Vetëvendosje assembly members who made the quorum, the Municipal Assembly decided to exchange it with another property almost three times larger in the Prishtina e Re area

With the proposal of the mayor Përparim Rama and with the help of Vetëvendosje assembly members who made the quorum, the Municipal Assembly of Pristina has opened the way for the exchange of the municipal property with the private property of two businessmen with whom Rama had contractual relations in the past.

Mayor Rama has been engaged as an architect for construction in the Badoc area, in a property whose shareholders are businessmen Rrahman Haradini and Shaban Konxhuli. 4 years ago, Rama publicly stated that he was engaged by the businessman Haradini for the design of the project.

And, in 2020, Lumir Abdixhiku as a minister in the Kurti 1 Government cabinet canceled the decisions that allowed constructions in Badoc.

As a result, the land of both businessmen remained unused.

But, at the end of last month, with Rama's proposal, the Municipal Assembly decided that this land would be taken from the Municipality, while in exchange another property in the Prishtina e Re area would be given.

The reasoning in the proposal is confusing and the enacting clause of the decision does not contain the basic elements. It states that the part proposed for exchange has a total area of ​​about 21 hectares, where the construction of up to 6 floors is allowed.

Based on the market price, a gold in this part costs at least 10 thousand euros, making the value of this parcel about 20 million euros.

Meanwhile, the land in Badoc of the two businessmen has an area of ​​over 8 hectares and constructions are not allowed on it.

KOHA tried to confirm the financial value of this property, but it was impossible because the price has changed since the construction was stopped.

The Ministry of Local Government has evaluated the legality of the decision, which it has validated.

KOHA has sent questions to the Municipality of Pristina, the MLGA and to businessmen on this issue, but none of them have responded.

On the border of a part of the property that was given to both businessmen, the road project "External Ring of Pristina" will pass.

And on one side, it borders the plot allocated for the Presidency, while on the border there are plots dedicated to the construction of hospitals, child care centers and public institutions.

Assembly member of Vetëvendosje, Nora Kelmendi, at the meeting when the proposal was voted on, said that the case should go to the prosecutor's office.

"What you are doing is a violation. This matter is for the Prosecutor, believe me it is for the Prosecutor. You are exchanging 20 hectares for 8 hectares. President, I need you to tell me something," she declared on December 21.

PDK assemblymen did not participate in this session. Meanwhile, the absence of those of Vetëvendosje in the opposition would prevent the quorum for decision-making.

However, the head of Vetëvendosje assemblymen, Gëzim Sveçla, gave a justification for staying in the hall.

"First of all, I think it is not right to say that Vetëvendosje made the quorum. We alone went to our place of work, for which we were chosen. It means we are assemblers. That day we had a session. There were many important agenda items. The most important were the properties that you mentioned, but there were also the regulations for 'Prishtina Parking' and the regulatory plan for the 'Kalabria' neighborhood," Sveçla said.

The decision on the exchange of properties will enter into force if it passes one more link after the assessment of legality in the Ministry of Local Government Administration. It is the Ministry of Finance that will give the financial assessment of the document.
