Marathon of failures in the Parliament, no signs of unblocking

On the 132nd day of the institutional blockade, there have been no signals from the political parties about overcoming the crisis. At the PDK headquarters in Pristina, there was a meeting of the leadership and the parliamentary group, but without any decision that could lead to a change in positions. The Vetëvendosje Movement has accused the PDK of using pretexts as the leader of the former opposition to prevent the constitution of the Assembly.

The deputies of the Assembly of Kosovo still have 24 days left of the constitutional deadline to constitute the Assembly. A day before the constitutive session, the Democratic Party of Kosovo held a meeting of the leadership and the parliamentary group that lasted several hours. Asked about the epilogue of the meetings, the secretary of the PDK and deputy Vlora Çitaku said that no surprises are expected.    

The PDK has not responded to written questions about whether its group would delay Dimal Basha if he were nominated for Assembly Speaker on Tuesday. Its representatives have repeated the party's position from the previous day, when they said that if Speaker Avni Dehari would approve the 10-minute break, they might be able to vote for Basha.  

Yesterday's stance of PDK has been criticized by the winning party of the elections. Member of the Vetëvendosje Movement, Adnan Rrustemi, told "Kosovapress" that not voting for their candidate proves the blocking approach of this entity.

"They have repeatedly said: 'Change the candidate'. They have held Kosovo hostage for two hundred days with this request. When we changed the candidate, they again voted against. Then they said that he should not be a minister, but an MP. When we proposed MPs, they again voted against. In other words, they are simply looking for pretexts to justify their blocking action," said Rrustemi.

According to Rrustemi, PDK's goal is to win votes for a minority government. 

"It is obvious that the opposition, and especially the PDK, is in full coordination with the Serbian List. It is counting on their votes, not only to block, but also to build a possible government led by the opposition together with the Serbian List. I am convinced that the PDK's plan - because it is dictating the course of the opposition - is to block Vetevendosje in the constitution of the Assembly and, eventually, to secure the votes of the Serbian List to build a minority government," he added.

Since the constitutive session began on April 15, MPs have held dozens of extensions until July 26, but have failed to conclude it with the election of the Speaker and Deputy Speakers of the Assembly.

Based on the second Constitutional Court ruling, which was published on August 19, MPs are obliged to complete the constitution of the Assembly within 30 days. Based on it, the vote for the Speaker of Parliament must be open, while the same proposal for this position cannot be made more than three times. According to the ruling, all MPs present must express their will by voting: for, against or abstaining.
