LVV does not give up on Haxhiu's proposal for parliamentary speaker

The Vetëvendosje Movement aims to propose the name of MP Albulena Haxhiu for Speaker of Parliament in the fourth continuation of the constitutive session of the Parliament. The LVV's organizational secretary, Alim Rama, has rejected the possibility that the party will propose another name instead. And so far, the opposition parties have expressed their firm stance against voting for Haxhiu, while some have ruled out the possibility of voting for any other candidate that LVV may propose.

 

The name of MP Albulena Haxhiu as a candidate for Speaker of Parliament will be proposed to sworn-in lawmakers in the next continuation of the constitutive session, the Vetëvendosje Movement (LVV) said on Sunday, a day before the fourth attempt to constitute the ninth legislature.

In Saturday's session, an obstacle created since Tuesday was overcome, but a new one was created, which has left the constitution of the new legislature hostage. The constitutive session was blocked again, after failing twice in a row to elect Haxhiu as Speaker of the Assembly. The session has been postponed to Monday.

On Saturday, the leader of the Alliance for the Future of Kosovo (AAK), Ramush Haradinaj, said that he and his party would vote in favor of the Speaker of the Assembly only if the LVV nominated Shqipe Selimi and Saranda Bogujevci.

But the possibility of changing the candidate's name has been rejected by the LVV's organizational secretary, Alim Rama.

"I believe that Mr. Konjufca was very clear when he presented her that Ms. Haxhiu is our proposal for Speaker of Parliament and I believe that all those 120 MPs should see the law. And the law and the Constitution are very clear that the proposal for Speaker of Parliament is from the Movement. We had 57 (votes) and I believe that now (their number) will increase and we will see tomorrow how it will be. Both Shqipe Mehmeti-Selimi and Saranda Bogujevci are MPs and in high structures of the Movement, but neither Mr. Haradinaj nor the Alliance can determine who will be the candidate. It is up to the Presidency and General Council of the Movement to decide who the candidate of the Movement is", Rama emphasized.

Haxhiu's failure to vote for the Speaker of Parliament on Saturday has led to the session being concluded without the formation of institutions. LVV MP Mimoza Kusari-Lila reacted to this on Sunday, citing the Constitutional Court's ruling specifying that "in the constitution of the Assembly, all MPs must be present and vote as they wish, openly or secretly, vote 'for', 'against' or abstain, and cannot be exempted from doing so."

She wrote on Facebook that not voting in the context of the Constitutional Court's ruling constitutes a violation of the Constitution.

"Yesterday, on the item (on the agenda) for the election of the Speaker of the Assembly, there were MPs who did not participate in the vote at all. Not voting, according to this judgment, is considered a violation. This action cannot be repeated tomorrow during the continuation of the constitutive session of the Assembly," Kusari-Lila wrote.

Asked about their stance on the name of the speaker of parliament a day before the continuation of the fourth constitutive session of the Assembly, the Democratic Party (PDK) said that they have no change in their positions. They referred to the statement of the party's leader, Memli Krasniqi, who said that it is within the competence of the first party to propose the speaker of the Assembly, but this does not necessarily mean PDK's support for the name.

And the Democratic League (LDK) has emphasized that they adhere to the principle of not voting for the LVV proposal, regardless of the name.

LDK MP Lutfi Haziri said that it is up to the winning party of the elections to secure the votes for the nomination for speaker of parliament.

"It is not in any way the responsibility of the LDK to ensure the majority for the election of the Vetëvendosje candidate, because there is neither a political agreement, nor other political commitments... The first party must propose to the Assembly the candidate for Speaker of the Assembly. It is up to the first party alone to come up with a candidate. The second party and the third party and five other proposals that come after the Speaker of the Assembly are positions of deputy speakers that are assigned according to seats in the Assembly. When it is our turn for Speaker of the Assembly, we propose the LDK candidate," he said.

Regarding the blockade created in the constitution of the new legislature, the Finnish Ambassador to Kosovo, Matti Nissinen, also spoke on Sunday. In an interview for Kosovapress, he said that Kosovo should constitute the new legislature and form the Government as soon as possible.

"First of all, I really hope that the formation of institutions – functional institutions – will happen as soon as possible. I think we live in a global situation, where new developments do not stop. They do not wait long for things to take shape. Also, the reforms that are needed here in Kosovo must be able to move forward. So I think the sooner the better. Having a new government and a new Assembly formed would be the best for the people of Kosovo," Nissinen emphasized.

The fourth continuation of the constitutive session of the Assembly is scheduled for Monday at 15:00 PM.

The first three attempts failed on the first item on the agenda, which was the confirmation of the mandates of the deputies. Against this report compiled by the temporary Committee, in the Tuesday session, the deputies of the PDK, those of the LDK and AAK voted. On Thursday, the session was interrupted without addressing any item on the agenda, due to the lack of coordination between the parliamentary groups regarding the manner of continuing the work. And on Saturday, the report was passed with the unanimous votes of the deputies. This was made possible after the chairman of the session, Avni Dehari, invited the political representatives to a meeting before the session.

After the approval of the report, the deputies took the oaths.

Chairman Dehari read the text, while the legislators took the oath at the end, except for those from the Serbian List, who refused to shout "I swear", for which the deputy from LVV, Dimal Basha, requested that their mandates not even be accepted.

A new deadlock has been created after the issue of electing the Speaker of the Assembly came up. As required by the Constitution, the proposal was made by the LVV.

Of the 61 votes needed, 57 MPs voted in favor of electing Albulena Haxhiu to this position, 48 from the LVV and 9 from the communities.

20 LDK deputies voted against, while 3 Nisma deputies abstained.

Meanwhile, PDK MPs, those from the Serbian List, Duda Balje and Adem Hoxha did not participate in the vote.
