Deputetja e Lidhjes Demokratike të Kosovës (LDK), Jehona Lushtaku-Sadriu, ka reaguar pas ndërprerjes së seancës së Kuvendit të Kosovës, ku ishte paraparë votimi i nënkryetarëve të Kuvendit, raporton Ekonomia Online.
Lushaku-Sadriu said that the session was interrupted because, according to her, the Speaker of the Assembly imposed a voting method that was not in accordance with the procedure.
She said that the LDK had demanded respect for the Constitution, decisions of the Constitutional Court, the Rules of Procedure and parliamentary practice.
"The speaker imposed a vote and a transition for the voting of the vice-chairmen by passing and disrupting the procedure. In fact, we demanded that the procedure be respected based on the Constitution, the decisions of the Constitutional Court, based on the Rules of Procedure and parliamentary practice. The three largest parliamentary groups are assigned to one vice-chairman and must be voted on in turn. There was a tendency to switch from one group to another, therefore we did not agree to such a transition, as long as there is no proposal from the second parliamentary group," Lushtaku declared.
According to her, the situation created is also the result of the lack of political consensus from the Vetëvendosje Movement on the method of voting for vice-presidents.
"This comes as a result of Vetëvendosje's unwillingness to reach a consensus in terms of finding a modality for voting in packages, and as a result of imposing such a vote, we came to this situation. This actually speaks volumes about the willingness, about the political will of the largest group itself, which tends to impose candidates on other groups. This is the final result. It is a very disgusting, very elementary exercise in democracy, which Vetëvendosje cannot surpass itself. But in the name of constituting institutions, it had to overcome political will this time and recognize the right of parliamentary groups to propose their own elected representatives," said the LDK MP.
Lushaku-Sadriu emphasized that the LDK, according to her, has recognized Vetëvendosje's right to propose its candidate for vice president, mentioning Arbërie Nagavci.
"We as LDK recognized Vetëvendosje to have Arbërie Nagavci as vice-president, but this was not implemented by them for the other candidates and, as a result, we are not constituted. This is truly regrettable," she stated.
Asked whether the LDK will participate in the next session, Lushaku said that the issue now relates to the political will to overcome the situation, but underlined that the procedure has already been violated.
"Now yes, we have a crisis of political will to overcome and we will see how it goes, but the procedure has been broken and this is irreversible," said Lushaku-Sadriu.
She denied that LDK's participation in the upcoming sessions is related to PDK's participation or non-participation, saying that the main issue is respect for parliamentary procedure.
"In fact, it is not important at all which group and what its name is. The procedure of the Kosovo Assembly speaks of the three largest parliamentary groups, which must introduce the vice-chairmen in turn, and now it has no relevance. We have voted for the candidate of Vetëvendosje for vice-chairman, meaning we did it because we recognized their right to propose. It has no relevance, the LDK has its own positions and basic principles that it believes the government should support in order to have democracy. It is very elementary, it is a very elementary principle, but the largest group does not recognize it," she said.
Lushaku-Sadriu was also asked if the LDK will take this matter to the Constitutional Court. She said that such matters may require legal and constitutional interpretations.
"Absolutely, all of these are subjects that require legal and constitutional interpretations, absolutely," said Lushtaku.
Meanwhile, when asked whether the LDK will specifically take such a step, she said that her party will be at the forefront of the request for constitutional interpretations, arguing that there are uncertainties regarding the procedure.
