The main political entities represented in the Assembly have accused the Vetëvendosje Movement and its leader, Albin Kurti, of failing to constitute the new legislature within the 30-day deadline defined by the Constitutional Court.
Democratic Party MP Enver Hoxhaj described Saturday's meeting as a "session of shame" and, referring to the fact that the Assembly hall was closed on Friday evening, said that Vetëvendosje is treating this institution as its property.
"If yesterday they symbolically locked the assembly hall, today they locked democracy... Kosovo no longer has democracy as of today. There is neither a constitution nor a constitutional order in this country. Mr. Kurti has destroyed, suspended all democratic institutions of this country and these are among the hardest days the Republic of Kosovo has ever had since its existence as a sovereign and independent state," said Hoxhaj.
Democratic League lawmakers have also joined those of other parties in criticism, a day after major differences were expressed between this party and Vetëvendosje regarding reaching a coalition agreement.
LDK MP Jehona Lushaku has said that all responsibility falls on Vetëvendosje.
"We are seeing total irresponsibility from the first subject, which is not finding a way to fulfill its constitutional obligation to present the name of the Speaker of the Assembly and to hold the vote and to constitute the Assembly. And this is truly a disaster, it is a great deficiency, but it is their irresponsibility. I call on all citizens to see this picture of an Assembly that meets and fails to constitute itself, and the responsibility belongs to the largest subject," she said.
Unlike the MPs of these two parties, those of the Alliance did not speak to the media after the session was adjourned.
It was this party's MP, Time Kadrijaj, who threw eggs at Kurti, an action that was followed by a physical clash between MPs.
And, while waiting for the session to continue, MP Burim Ramadani said that Kosovo has wasted an enormous amount of time by not having functional institutions.
"We are in a totally absurd situation, not only in terms of legality and constitutional uncertainty, as we believe the constitutional deadline ended yesterday, but this is a totally absurd political, human and partisan situation," said Ramadani.
Representatives of these parties, during public appearances, did not give any indication that they would respond to Kurti's invitation for a meeting, nor did they talk about the possibility of an agreement with Vetëvendosje on the issue of the president.
Vetevendosje, together with community legislators excluding those from the Serbian List, has enough votes to elect the speaker of parliament and vote for the government. However, for the president, at least 80 MPs are required to participate in the vote in the first two rounds.

The acting Minister of Environment and Spatial Planning, Fitore Pacolli, has called the previous opposition parties "desert", accusing them of aligning themselves with the Serbian List for, as she says, blocking Kosovo's institutions.
On Saturday, the continuation of the constitutive session for the 11th legislature was interrupted by chairman Avni Dehari after the acting Prime Minister and leader of the Vetëvendosje Movement, Albin Kurti, was hit with an egg by Alliance MP Time Kadrijaj.
Pacolli has criticized opposition MPs, saying that they "do not know when or what they are protesting for."
She claimed that the opposition is aligning itself "in the same line as the Serbian List" to block the functioning of institutions.
"The poor people don't know when or what they are protesting for! They are throwing eggs at Albin Kurti, the very man who extended sovereignty to every corner of the Republic and liberated the north from gangs led by Belgrade," Pacolli wrote.
According to her, the difference between Vetëvendosje's protests in the past and today's opposition protests lies in their motives.
"The difference is clear, we protested to protect the territory of Kosovo and against the Special Court, while today they protest because they are losing their privileges," she declared.
According to Pacolli, the blockage of institutions and the unification of the opposition against Kurti will affect their support among citizens.
"The more they block and unite against Albin Kurti, the more their support will fall. We continue strongly with over 50%, let them remain united, always smaller. The state does not stop. We continue!", Pacolli wrote.

Rama has accused Kurti and Vetevendosje of "talking about democracy when they have the numbers" and "producing blockades when they don't."
"We are also regretfully witnessing today's scenes in the Assembly, where MP Time Kadrijaj threw eggs at Albin Kurti. In such a tense political situation, such scenes do not honor the Assembly of the Republic of Kosovo and should concern us all. How long will this people live in crisis, tension and political division? The people of Kosovo do not deserve divisive politicians who constantly produce crises and trauma. This people has suffered enough. There is enough division. There is enough crisis. Kosovo has paid a very high price for its freedom, democracy and state for institutions to be used as currency for political calculations today. Albin Kurti bears political responsibility for the way he is managing this crisis. Britain to MPs: Work together urgently for the good of international partnerships

The British Embassy in Pristina has called on Kosovo MPs to work together towards the formation of new institutions, and to do so urgently.
The embassy has sent a message via Facebook calling for a resolution to the political situation as soon as possible for the good of the people and the partnerships that Kosovo has with other countries.
"This is the responsibility of Kosovo's politicians, not its system. They must now urgently work together to resolve this situation through peaceful dialogue and negotiations, for the benefit of the people of Kosovo and international partnerships," the Embassy's response reads.

The Kosovo Democratic Institute (KDI) is considering the situation created around the constitution of the Assembly absurd and unacceptable, assessing that the mandatory 30-day deadline has expired and that the LVV did not exercise its exclusive responsibility to propose a candidate for speaker of parliament.
According to KDI, the Vetevendosje Movement is "consciously" continuing the "institutional blockade".
"This situation has already exceeded the level of political disagreement between parliamentary parties. The expiration of the deadline without the constitution of the Assembly has created a direct constitutional issue for the validity of the further procedure. A late candidacy, a new 48-hour interruption or an eventual political agreement cannot by themselves erase the consequences of inaction within the deadline," the institute's statement says.
KDI has stated that at least ten deputies should immediately refer to the Constitutional Court with the decisions and actions taken after the deadline expired, requesting some answers.
"If the failure to exercise the right to propose within the deadline has exhausted the mandate of this composition to complete the constitutional process; what legal validity do the actions taken after the deadline has expired; and what constitutional procedure should be followed further, including paving the way for new elections," say the questions that, according to the KDI, should be sent to the Constitutional Court.

The leader of the LVV, Albin Kurti, has called on the leaders of other parties to resume talks on the presidential issue. He reiterated that the constitution without a political agreement for the president would lead to new elections.
"We did not propose a name even though we have the votes for such a thing since any constitution without a political agreement that would guarantee a presence in the hall and a vote for the president would lead us to new elections. Therefore, our fair and useful insistence is that we sit down to talk, to come to an agreement and only from the height of a political agreement and from the breadth of an agreement between me as the chairman of LVV with the leaders of other parties to constitute the Assembly, the government and elect the president."
Kurti has expressed his stance that he will continue with efforts for talks.
"It makes no sense not to make an agreement, not to talk. The leader of Vetëvendosje, Albin Kurti, has said that he "would be happy" if being beaten with eggs "is the price" he has to pay to sit down with the opposition for negotiations on the formation of institutions.
"If throwing eggs and hitting the prime minister's jacket and trousers with eggs thrown at him by a female MP is the price I have to pay so that they sit down and talk, I am happy to pay this price just to come to the meeting. Hoxhaj: Yesterday they locked the Parliament Hall, today they locked democracy
PDK MP Enver Hoxhaj said that Kosovo has entered a new phase today, while calling on LVV leader Albin Kurti to propose a candidate for parliament speaker.
He stressed that the country has moved "towards complete anarchy, the source of which is Albin Kurti and LVV."
"We had a session of shame. If yesterday they symbolically locked the Assembly hall, today they locked democracy since the name for the Speaker of the Assembly should have been proposed, LVV did not do such a thing considering that the Assembly is its property. Today was an unconstitutional, antidemocratic session. We expect citizens to see and judge this situation and condemn this political entity," he said after the constitutive session was interrupted.
Hoxhaj described Saturday as one of the hardest days for Kosovo when the constitutive session was interrupted after Kurti again requested additional time for inter-party talks.
"As of today, Kosovo is no longer a democracy, there is no Constitution or constitutional order in this country. Kurti has suspended all democratic institutions. It is one of the hardest days that Kosovo has had since its existence as a sovereign and independent state."
Hoxhaj added that Kosovo is no longer just in a political crisis but is in "state disintegration".
"There has been no greater political crossroads than this, this is no longer a simple political crisis. If we go to elections three times, we risk going again, it is no longer a political crisis, nor an institutional blockade, it is the dissolution of the state of Kosovo."
Basha: Kurti is being attacked by those who expect Radoicic to be prime minister
Dimal Basha, acting Minister of Infrastructure, has commented on the egg-throwing by Alliance MP Time Kadrijaj towards Vetëvendosje leader Albin Kurti.
"The Prime Minister invites them for discussion and agreement, these people attack and insult! And who else? Those who welcomed Radojčić as prime minister and kept the Serbian List in government. The nonsense has no end, but not even the people have forgiven them!" Basha wrote on Facebook.

Arian Tahiri, a PDK MP, said that the new political situation is due to the government's lack of responsibility towards citizens.

The leader of Vetëvendosje, Albin Kurti, has refused to comment at length on the latest political developments, but has briefly said that he has responded positively to the invitation to participate in the continuation of the constitutive session, despite exceeding the constitutional deadline.
"Speaker Avni Dehari has invited him for today and today I respond positively," he said at the entrance to the Assembly.
Haziri says LDK will participate in the constitutive session

Hoxhaj warns of participation in the unscheduled session
Enver Hoxhaj, a member of parliament from the Democratic Party of Kosovo, has announced his participation in the constitutive session scheduled to continue after the constitutional deadline.
"It would be the last thing for the opposition to boycott such a session, but politically we must behave in the most mature and determined manner," he said at the entrance to the Parliament.
He said that precisely the opposition's non-participation "is Kurti's goal."
Gruda: Today the Constitution is being destroyed, no longer by Milosevic but by people elected by the people
PDK MP, Përparim Gruda, said that the possibility of addressing the Constitutional Court regarding the constitutional deadline for the constitutive session is not ruled out.

Haxhiu: There were no signatures for an extraordinary session, the doors remain closed when there are no sessions
The Speaker of the 10th legislature of the Assembly of Kosovo, Albulena Haxhiu, said that the opposition parties have not registered the 40 signatures necessary to hold an extraordinary session on Friday, in order to constitute the Assembly. Haxhiu said that the doors of the Assembly were closed because according to her "they always remain closed in circumstances when there has been no plenary session".
"We haven't had 40 signatures. We haven't been notified that they have been recorded. Nor has the chairman been notified that 40 signatures have been recorded. When they are recorded, they are submitted to the office for submissions, and the chairman is obliged to call the constitutive session. This has not happened. There are other ways of calling the Assembly session, the government and the Assembly presidency. None of these have happened and there has been no one responsible from the administration to come as long as there has not been an official session. When the session is officially called, of course the doors open and the entire staff is there," said Haxhiu.
Haxhiu said that "it seems there is an effort for the country to go to elections again."
"Anyone who tries to take the country to elections through such actions, I think they are very wrong, because the citizens voted for us to contribute to an agreement, not to act in such a way and try to take the country to elections. We do not need elections," said Haxhiu, accusing the opposition "of bringing Kosovo to this position through boycotting."
She said that anyone with complaints about today's continuation can address the Constitutional Court.

Friday, August 7, marked the expiration of the constitutional 30-day deadline for certifying the election results for the constitution of the 11th legislature of the Assembly of Kosovo. The day was marked by political clashes, failed negotiations, and an opposition effort to prevent what they described as an unconstitutional violation.
According to the interpretation of civil society and lawyers, the failure to reconvene the Assembly by midnight on Friday constitutes a direct violation of the Constitution and the judgments of the Constitutional Court.
On the very last day of the deadline, the chairman of the session, Avni Dehari (LVV), decided that the session would not continue on Friday, but would be postponed to Saturday, August 8 at 11:00. The Vetëvendosje Movement and the acting Prime Minister, Albin Kurti, after requesting a postponement on Thursday, justified the request with the need for more time for negotiations on the post of president, without which – according to Kurti – the country risks going to new elections again.
On Friday, Kurti held meetings with LDK leader Lumir Abdixhiku, but the parties remained far from an agreement. LDK demanded institutional balance and the right to propose the name of the president. Kurti also sent a letter to PDK leader Bedri Hamza, offering him the rokadë (post of parliamentary speaker for PDK) in exchange for a vote for the president, an offer that was rejected.
The parliamentary groups of PDK, LDK and AAK nevertheless gathered at the Parliament building on Friday evening.
The opposition insisted on holding an extraordinary session before midnight to conclude the process within the deadline. However, the opposition MPs were faced with the closed doors of the plenary session hall.
Bedri Hamza, chairman of the PDK, described this situation as an unconstitutional takeover of institutions by the government, warning that the responsibility for new elections or a crisis falls on Albin Kurti, while he did not rule out protests.
Besnik Tahiri, an Alliance MP, called the closing of the doors a "serious blow to parliamentary democracy" and an attempt to turn the state into a party-state.
Meanwhile, Lutfi Haziri from LDK said that staying in the Assembly was "protecting the constitutional order" and announced that LDK will decide in the morning on further steps.
The session is now expected to begin at 11:00 a.m. It is not known whether opposition parties will be part of it.
In addition to the session announced for 11:00, the monitors of the Assembly's work have called on opposition MPs to immediately address the Constitutional Court to contest the decision to postpone the session and to request a temporary suspension measure.
