LIMAK, illegally holds the position of flight coordinator

The leadership of the position of flight schedule coordinator at Pristina Airport, according to the Regulation on common rules for the allocation of slots at airports located in Kosovo, belongs to the Ministry of Infrastructure.

However, since the Prishtina Airport concession in 2010, KOHA has learned that this position is managed by the "Limak" consortium.

In article 4 of the Regulation prepared by the Ministry of Infrastructure, among other things, it is stated that the minister appoints a qualified natural or legal person for this position. And this person who holds this position must act in a neutral way, be separate from the interested parties, and his financing must be done in such a way as to ensure an independent status.

"The Minister at the airport for assistance or coordination of schedules must ensure: (b) the independence of the coordinator at the coordinated airport by separating the coordinator functionally from any interested parties. The financing system of the activities of the coordinator must be such as to guarantee the independent status of the coordinator", the regulation states.

In this case, the LIMAK company together with the air carriers are parties of interest and cannot be involved in the issues of scheduling coordination or in the financial compensation of the coordinator's work.

According to jurists, such a thing represents a conflict.

Anton Nrecaj from the Office for Legal Aid and Regional Development, says that all parties involved in this case should be investigated by the Prosecutor's Office.

"On the basis of this, we can freely say that there may be elements of corruption here, because when there is a conflict of interest and when we have the circulation of financial assets with large values, then we automatically have elements of corruption here. I consider that the State Prosecutor's Office, according to its official duty, should initiate the investigation procedure related to this case", said Nrecaj.

Driton Hyseni is in the position of schedule coordinator, since the time when this position was managed by the Civil Aviation Authority of Kosovo, which was called the Civil Aviation Regulatory Office during the UNMIK era.

In 2010, when the LIMAK consortium signed a contract with the Government of Kosovo, Hyseni did not leave the management of this position, but the same one, according to TIME sources, passed under the leadership of LIMAK, despite the fact that the Ministry of Infrastructure should not allowed such a thing.

Regarding this issue, Kohavisioni has been trying to get answers from the Ministry of Infrastructure for more than two weeks, but they did not want to declare themselves.

Neither Driton Hyseni nor anyone else from Pristina Airport has declared about the position he holds.
