FOL Movement: The 2021-2025 Government Program Failed to Achieve Its Main Objectives

The FOL Movement has said that the Kosovo Government's 2021-2025 program has failed to achieve its main objectives due to procedural delays, lack of technical preparation, and lack of institutional coordination.

In an analysis of this program, presented on Tuesday, the FOL Movement said that the implementation of the program is facing delays in the approval of policies, legislative defects and a lack of inter-institutional coordination.

According to the FOL Movement, among the main problems of the previous legislature were delays in the approval and implementation of laws and challenges for procedural violations. The FOL Movement described the overturning of several laws by the Constitutional Court as “highlighting not only the lack of technical preparation of the government, but also the weakness of securing the broader political and institutional consensus for their approval.

"In summary, the government program for 2021-2025 has failed to achieve its main objectives due to procedural delays, lack of technical preparation, and lack of institutional coordination," the report states.

The final report concluded that some of the objectives presented in the program should be revised or better shaped, mentioning here the initiatives for vetting and the sovereign fund.

At a press conference on Tuesday, this organization also published data from the monitoring of the National Development Plan for the period January-December 2024.

Burbuqe Kastrati, project manager at the FOL Movement, said that out of 544 planned activities, the Government has implemented 207 of them, or 38 percent. 163 have remained unimplemented and there has been no response from the ministries for 174 activities.
