The Assembly paid 157 thousand euros 12 years after not implementing the law in 2011

Six former members of the Independent Supervisory Council of the Service were compensated with an average of 26 euros from the Assembly, following a court decision. The Assembly was forced to compensate the salaries of 12 years ago, which they had not received with a 30 percent increase

Close to 160 euros has been damaged in the budget of the Assembly of Kosovo in 2023, due to court obligations to compensate six members of the Independent Supervisory Council of the Civil Service.

In 2008, a competition opened by the Assembly for the selection of the members of this council also contained the clause by which the positions of the president and members of the Council would be equivalent to those of the judges and the president of the Supreme Court.

In 2011, the Government made a decision to increase salaries, and the members of the Independent Supervisory Council of the Civil Service were not included in the Budget Law approved by the Assembly.

In an answer to KOĖN, the Assembly announced that the reason for the payment of 157 euros is related to this decision of the Government. 

"The payment is related to the execution of the court decision for salary compensation of former members of the Independent Supervisory Council of the Civil Service of Kosovo, who were not included in the 30 percent salary increase from 2011, according to the reference positions of judicial system", says the reply from the Assembly.

In the amount of 157 thousand euros, the Assembly compensated former members: Naim Abazi and Sabile Avdyli with 28 thousand euros each, Bajram Zogiani with over 27 thousand euros, Bisera Spahiu and Irena Svetiq-Ahmedi with 24 thousand euros each and Bajram Ajeti with over 23 thousand euros. 

These six members had filed a civil lawsuit in court after the end of the mandate in 2013, but the execution of their compensation was done only in October and November last year.

In the Assembly, they did not comment on how the institution that drafts the laws has the possibility to violate them, which has been confirmed by a court decision.
