Assembly with broken equipment, MPs' votes are not recorded anywhere

The old and broken equipment of the Assembly of Kosovo has made it impossible for MPs to vote electronically for 2 years now. As a result, the administration of the Assembly records only the overall result of the voting and not the votes of the deputies separately. This, in addition to delaying the sessions with manual voting, according to the monitors of the work of the Assembly, also violates the transparency and accountability of the deputies towards the citizens. For the purchase of equipment, 350 thousand euros have been allocated for the next year

Votes of deputies for or against draft laws are not published anywhere.

Even, evidence of the voting of deputies, which for some time was not even kept by the Assembly, due to the malfunctioning of the old electronic voting equipment. According to the Assembly, they are completely out of operation in 2020.

According to the monitors of the work of the Assembly, the non-publication of the voting data of the deputies violates transparency and accountability to the public, which was also mentioned in the Report on Kosovo of the European Commission for this year.

"I think that this causes damage in terms of the impossibility of recognizing the will of the deputies, in the form that it manifests itself in relation to draft laws and various legal initiatives. In this sense, the citizen may not be very clear about the vote of his representative deputy in initiatives, which, in addition to affecting his life, are also of great interest to him", said Arbër Thaçi from KDI.

In addition to non-transparency, the Assembly, in an answer to KOHEN, says that the method of voting by hand is also affecting the extension of the sessions.

"Amortization has mainly affected the defunctionalization of the electronic voting system, causing the extension of the sessions, as a result of counting the votes by hand. And this is bringing difficulties to the deputies as well.

"I have been a member of the Assembly of Kosovo for two terms and I have never voted with devices because they are not working. It would be better to vote with equipment for reasons of transparency, because that's where the names will come out", said deputy Rrezarta Krasniqi.

The administration counts the deputies' votes, which often risks producing incorrect results.

And, solving the problem with the equipment, the Assembly did not prioritize it, since it counted more on donations for their repair or purchase.

"Several initiatives have been taken by the Assembly. We also had declarations of support from partner organizations, which unfortunately, for reasons unknown to us, did not materialize the declared support", says the Assembly's response.

The equipment for electronic voting of the Assembly is 18 years old and there is no possibility of repair.

With the next year's budget, 350 thousand euros have been allocated for the provision of the integrated digital conference system for audio-visual support and for the creation of the integrated digital signage system.
