The Assembly of Prizren does not consider the proposal for the vice president for communities

The proposal of the mayor Shaqir Totaj for the election of the vice-president for communities was not considered at all in the regular session of the Assembly of Prizren.
The members of this body, by majority vote, have decided to remove this issue from the agenda.

The proposal to remove this point from the agenda of the meeting was made by KDTP member, Sevil Kazaz, on the grounds that the Law on Local Self-Government and the relevant Administrative Instruction are in conflict regarding the election of the vice president for communities.
Even after the decision not to consider this proposal, the debate continued.

"An act, which obliges the president to offer a candidate from the communities after the oath, the Assembly has no right to deny the right of the president. For that reason, I ask the vice president to consult with the legal officer once again", said Ertan Simitçi, member of the Assembly.

The legal officer of the Assembly announced that the Ministry of Local Government Administration several times asked the municipal bodies to elect the vice president for communities.

"Several times there have been e-mail requests that within 30 days after the constitution of the Assembly, it should be elected. But it remains up to you, as you decide, to the Assembly", said Blerim Rakaj, legal officer.

While the first vice president of the Municipality of Prizren, Kujtim Gashi, has considered that the Assembly of Prizren has committed a procedural violation by removing this item from the agenda.

"The UA obliges the mayor of the municipality who proposed me as the vice-mayor for communities in the Assembly, according to the UA. Even the chairman finished and consumed the legal right to bring it to the Assembly. You decided the farthest from the agenda, it's up to you whether you decided right or wrong. But you wanted to examine me, you didn't even ask for the name of who it is", he declared.

According to the provisions of the Law on Local Self-Government, municipalities where at least 10% of the citizens belong to non-majority communities must have a vice president for communities.
