The media lawyer, Flutura Kusari, said that the Kurti Government, through the Draft Law of the Independent Media Commission (IMC), intended to undermine the role of the media in Kosovo.
In the show "60 Minutes" on KTV, Kusari said that the draft law was accompanied by two types of problems: procedural and substantive. Regarding the procedural problems, Kusari has said that the Government has initiated this law in secret and that the civil society has been excluded from its drafting.
"The tendency of the Government, directed by the VV, has been from the beginning to undermine the role of the media, to make them not important in society and not to recognize their function as the fourth pillar and to ensure that to make it easier to discipline and put pressure on the media", she said.
According to her, the Kurti Government sees journalists as "enemies of the people".
Among the remarks, Kusari said that there is also the attempt to license online media. She said that the state should allow the self-regulation of the sector, as in the case of the Council of Written Media of Kosovo, which has been evaluated as a success story.
According to her, this draft law is impossible to implement, as long as it is approved as drafted. She said that the IPC does not even have the human resources to fulfill the goals that will be added to it.
She said that the Government should ask civil society and the media what is the most appropriate form. "You cannot fix a sector without including it yourself", she said.
According to Kusari, the draft law foresees that the KPM will have militant people, both from the procedure of their election through the Assembly and also the easy way of dismissal.
This draft law was on the agenda for approval in the second reading on Thursday in the Assembly. However, the session was closed in the absence of a quorum after the opposition left.
International authorities have come out against this law. The Commissioner of the European Council for Human Rights, Michael O'Flaherty, told TIME on Wednesday that this approval of this bill violates freedom of expression and media freedom in Kosovo.
