Kurti "devalues" Health Insurance, the work on their implementation is not even close

For the Kurti government, only the amendment of the Health Insurance Law in this mandate is enough to say that something has been done in this direction. Prime Minister Kurti had promised the beginning of the implementation of the law. But most Health Insurance jobs aren't even close.

A few months before the end of the Government's four-year mandate, Prime Minister Albin Kurti spoke about one of the main promises of his party for the health sector.

Kurti and Vetëvendosje had promised the beginning of the implementation of the Law on Health Insurance.

And on Tuesday, Kurti proudly said that after about 4 years, only the amendment of the law is ready, but he did not even give an approximate date when the implementation of this law could be expected. 

After inaugurating the renovations at the Emergency Clinic at KKUK, the prime minister hinted that Health Insurance is not that important in a health system like ours.

"Undoubtedly, health insurance is very important and it is also our commitment. We are preparing the Law on Health Insurance and if not at the next meeting, which is held tomorrow, then at the next meeting of the Government it will be for approval and then it will follow the procedures for the Assembly of Kosovo. We have to keep one thing in mind that when the health insurance is made for the citizen, there will be an additional cost because the health insurance means that we pay in advance for what may eventually happen to us later", said Kurti.

Kosovo has a law in force that regulates Health Insurance. The need to change this law was initiated about eight years ago.

The Minister of Health, Arben Vitia, said that "part of the work for the start of Health Insurance" are also the renovations that are being done in many clinics and hospitals.

"What I can add is that these investments and the processes we are going through not only in the KKUK but also in the Regional Hospitals, but also with the selection of the family doctor that is being done in primary medicine, and with the increase of the budget for drugs in primary and secondary, is also a function of health insurance. The reason I'm saying this is that you can't ask citizens for 3.5 percent more from their salary, nor from employers for an extra 3.5 percent from the salaries given to workers, without having faith in new investments and services," Vitia said. 

KOHA has sent questions to the Ministry of Health about what exactly this Government has done for the beginning of the implementation of the Health Insurance Law, but they have not returned an answer.

Health Insurance based on the current state that is public is not likely to start for a while.

The Health Information System is a prerequisite to start such a process. Even the finalization of health digitization has not happened yet.

Before the implementation of this law, the list of services must be approved, which has not happened.

The Health Insurance Fund operates with a limited framework and the work in this institution after the start of the implementation of the law is essential.
