Kurti: Opposition calls for state suspension

Acting Prime Minister Albin Kurti has said that the opposition's calls not to go to the prime minister's office, due to his certification as an MP, are "calls for the suspension of the state." Commenting on the opposition's reasoning that Kurti and his cabinet have not resigned from government positions to become MPs, Kurti said that he has been resigned since March 23, when his regular mandate ended.

"The constitution of the Assembly yesterday was made impossible because the opposition parties PDK, LDK, Srpska Lista and AAK did not vote for the verification of the mandates. Those who did not accept to formally take the mandate of the MP are asking me to formally not be the prime minister. We have been in office and have effectively resigned since March 23, when we concluded the regular and full 4-year mandate. From that day until the new legislature, our government exercises all the responsibilities that belong to it in accordance with the legislation in force," Kurti said, adding that he also notified the current speaker of the parliament about the status of the government by letter.

"More than that, it is not possible to resign. More than that would be abandoning the institutions," he said, calling the opposition's call "reckless" and intended "to leave the house without a homeowner."

He said that the Law on Government clarifies that the government in resignation must continue to exercise its responsibilities until the election of a new government. He said that Wednesday's meeting is also in this context.

"There is no suspension of operations. The state cannot have a governance vacuum. The government cannot have a suspension of operations," Kurti added, citing as an example the election of former prime ministers Hashim Thaçi and Ramush Haradinaj, who continued for several months in the role of prime minister in resignation.

"I assure citizens that beyond the institutional noise of some media outlets of the former regime and the oligarchs, who have gone so far as to register their business in Serbia, the Republic of Kosovo is moving forward in economy and democracy with order, security and peace for all," he continued.

The day before, the deputies elected in the February 9 elections did not pass the report of the Commission for Verification of Quorum and Mandates. As a result, the constitution of the Kosovo Assembly failed. PDK, LDK, AAK voted against the report. PDK Chairman Memli Krasniqi said that they did not vote for the report, as they consider it unconstitutional. LDK Committee Member Aremnd Zemaj said that they voted against the report, as “the documentation regarding the resignation of the Prime Minister and the ministers who were elected as deputies was not distributed in time.”

After the verification of mandates, the agenda of the session included the swearing-in of the deputies and then the election of the president and vice presidents.

The Assembly's Rules of Procedure provide that the constitutive session cannot be interrupted for longer than 48 hours.

At the meeting, the Government decided to allocate a 10 million euro loan for Telecom and established the coordination and intervention group for "large carnivores: the brown bear, the Balkan lynx and the wolf".
