The leader of the Vetëvendosje Movement, Albin Kurti, has stated that he is ready to communicate with political parties on the issue of the president, while he has expressed optimism about the constitution of the Parliament and the Government, immediately after the certification of the results. And, university professor, Mazllum Baraliu, has stated that first the president must be elected, and then the Government formed.
The leader of the Vetëvendosje Movement, Albin Kurti, has expressed optimism about the constitution of the Assembly and the formation of the Government, immediately after the constitution of the eleventh legislature. However, on the issue of the election of the president, he said that he will continue communication with the opposition.
In a statement to the media, after paying homage at the monument to the hero "Zahir Pajaziti", on the occasion of Kosovo Liberation Day, Kurti, who is the acting prime minister, said that after the vote count is completed, consultations on the next steps will begin.
"We are ready, willing and interested in communication and cooperation. This is nothing new on our part and you know that as a government we have made extraordinary offers to the opposition. We have proposed, they have refused and we hope that this time it will be different. For the constitution of the institutions of the eleventh legislature, we should not change. We were the ones who took the initiatives for meetings, we were the ones who offered co-government with the LDK," said Kurti, whose party was reconfirmed as the winner of Sunday's elections, but the result did not give it the same number of MPs.
Based on the count so far, Vetëvendosje will have 49 MPs, the Democratic Party 24, the Democratic League 19, and the Alliance 8. The communities have 20 MPs, half of whom belong to Serbs.
Based on some projections, Vetëvendosje could secure a maximum of 53 seats in the Assembly if the diaspora vote, which has not yet been counted, reaches a level above 75 percent in its favor. This would allow it to form a government with only MPs from political entities from the communities, excluding the Serbian List.

And, even before the vote counting is complete, the debate has begun about the course of the formation of institutions.
University professor, Mazllum Baraliu, said that the election of the president should be the first priority after the constitution of the Assembly.
He said that after the constitution, based on the decision of the Constitutional Court, there are 60 days to elect the president and if this is not done, the country will automatically go to elections.
"According to this situation, which we have in fact, the Government should wait for the president to be elected. The president should mandate the first government mandate holder. If he does not do so, the second one will do so and then the Government of those who have the majority in the Assembly will be formed," said Baraliu.
But, in Kosovo there is a different precedent. In 2021, Kosovo had an acting president, just like now. After the elections held that year, the Assembly was first constituted, then the government was elected, and after the session for the government cabinet, it was called to elect the president of the state.
Baraliu says that, in the process of constituting the Assembly, political parties must work with political maturity and not with barricades, tactics and political maneuvers.

"It seems that these people have not yet learned their lesson, but with their subtext of ambiguous speeches, more than ambiguous, then this shows that they have not understood and want to continue the old way of speaking and this would be fatal for both political parties, but also for us, because to say bluntly and in Albanian that the next elections could be an even more unpleasant surprise with a total boycott, or with a turnout of 15 percent," he said.
LDK leader Lumir Abdixhiku, upon receiving the first results, declared that the starting point for talks with Vetëvendosje was the name of Vjosa Osmani, who had run on the LDK list as a presidential candidate.
And the PDK has declared that they have no red lines, but that a political agreement is needed.
Preliminary results of the June 7 parliamentary elections show the Vetëvendosje Movement as the leading political force in the country with around 43.50 percent of the vote, which currently translates into 49 seats in the Kosovo Assembly.
The Democratic Party of Kosovo ranks second with about 20.98 percent of the vote and 24 parliamentary seats, while the Democratic League of Kosovo has secured about 17.11 percent of the vote, which currently gives it 19 seats in the Assembly.

The Alliance for the Future of Kosovo won 7.17 percent of the vote, securing 8 seats in the Assembly.
The percentages have a trend of change, after the start of the counting of diaspora votes. From the counting of 27 out of 47 ballot boxes sent from diplomatic missions where expatriates have voted physically, it results that LVV has won about 83 percent, PDK 7.3 percent, LDK 6.7 percent and AAK about 2 percent. There are also about 80 thousand votes that were sent by mail from expatriates, which have not yet been counted.
