Kosovo's mayors made fewer election promises in the local elections held in October and November 2025, compared to the previous term.
This was announced on Thursday at a press conference of the GAP Institute, where the promises of the mayors were revealed through the electronic platform "Municipal Identity Card". According to GAP, a total of 1,683 promises were recorded in 26 municipalities, which represents 132 fewer promises than in the previous mandate.
The largest increase in the number of promises was recorded in Lipjan, Deçan, Fushë-Kosovo, Drenas, Obiliq and Podujevo. Lipjan leads with the most significant increase, from 61 promises in the 2021–2025 mandate to 170 promises in the current mandate. They are followed by Deçan, with an increase from 20 to 124 promises, Fushë-Kosovo from 35 to 110, Drenas from 37 to 88, Obiliq from 69 to 104 and Podujevo from 61 to 88 promises.
The largest decrease in the number of promises was recorded in Pristina, from 206 to 115 promises, followed by Kaçanik, Suhareka, Shtime, South Mitrovica, Rahovec, Hani i Elezit, Malisheva, Klina and Istog.
In terms of fields, infrastructure leads with the largest number of promises, a total of 382, followed by education with 322 promises, public services with 184 and health with 146 promises. In the economy, agriculture, culture, sports and social affairs, the number of promises is close to the previous mandate, around or above 100 for each field. The fewest promises were given in urbanism, 51, and in administration, 50 promises.
The GAP Institute estimates that this data shows the restoration of infrastructure as a top priority in the new mandate, replacing the public services that had dominated the previous mandate.

"In the last local elections for mayors, 185 candidates competed, of which 165 from political entities, while the rest from civic initiatives or as independent candidates. Only 20 candidates were women and of them, only one was elected mayor, out of a total of 38 elected mayors," the announcement states.
According to GAP, the winning mayor in Skenderaj, the one in Mamusha and the ten mayors of Serb-majority municipalities have not disclosed any election promises. Of the 26 winning mayors, 17 had a written election program, while nine others presented their promises through election activities or media appearances.
