The CEC re-contracts the company that printed the ballots for the runoff with errors

The Slovenian company that incorrectly printed the ballots for the November 9th runoff has been re-selected by the Central Election Commission for the December 28th snap elections.

The CETIS company will print the ballots and brochures of the candidates for deputies for the early elections. 

According to the contract award notice, which appears on the "e-procurement" page, the contract value is over 275 thousand euros.

The CEC said that the invitation to bid was sent to 6 economic operators and only received "one administratively responsible bid from the Cetis & Cetkos group." 

"In this procurement activity, the invitation to bid was sent to a total of 6 economic operators (4 local and 2 foreign). We have received only one administratively responsible bid from the group of economic operators Cetis & Cetkos, and after an evaluation process, this economic operator was awarded the contract as the sole bidder. The value of the contract is: €275,742.40," the CEC's response to KOHĖN states. 

Regarding the measures that the CEC has taken against the company that printed ballots with errors for the local election runoff, the CEC has said that "executive penalties have been implemented for the economic operator for ballots printed with technical errors." 

The CEC also said that measures have been taken to avoid the error. 

"Prior to the procurement process, the CEC has approved the technical specifications of the ballots for the early elections for the Assembly of Kosovo. According to these specifications, in the space of the ballot where the polling station code is written, a QR Code will be printed, which will serve for the digital identification of the polling station code. Also, the EO has been requested to increase the level of control during the printing of variables and this will be documented throughout the process," the CEC said. 

The ballots printed with errors sparked numerous discussions and suspicions of voter fraud, especially in the municipality of Mitrovica.

Due to the errors, the CEC formed an evaluation commission for ballots from other municipalities as well.

And this institution also received a report from the company itself, in which it was evidenced that 1874 ballots, distributed in the 18 municipalities where the round was held, were printed with errors.
