The first decade of Kosovo's statehood has shown that there is a lack of political capacity, and that a political elite that has full ownership in the state-building process has not been created.
During the launch of the analysis "Consolidation of the state: Review of the first decade of Kosovo as a state" by the Democracy for Development Institute (D4D), the presenter from D4D, Gersi Gashi, stated that the main problem is the advancement of laws without genuine discussion, where until now, within one year, 91 laws have been voted in an accelerated manner.
Speaking about the expectations, Gashi said it was predicted that within a few months there would be over 100 recognitions and in the political discourse throughout the first decade of Kosovo's citizenship, it was considered a success, regardless of which countries recognized the country.
On the basis of this report, it appears that the three main problems of the citizens of Kosovo, even after 10 years of independence, continue to be unemployment, corruption and raising the quality of health.
According to the Democracy for Development Institute, the solution of problems for citizens has been the last in Kosovo's policy-making in this decade, since even the creation of independent agencies has enabled policy-makers to hire party people.

He stated that each government in Kosovo until now has had great ambitions, but that great political incompetence has prevented their realization.
UP professor Bekim Baliqi said that there is a big discrepancy between what are the needs of the citizens and what are the main goals of the policy-makers in Kosovo.
According to him, the institutions of the country in these 10 years of independence have made a big mistake in terms of the development of public policies, since the main focus has been on big topics such as demarcation, visa liberalization.
