The constitutive session of the Assembly will not be held in July, the acting president, Albulena Haxhiu, has warned. She said the aim is to avoid a new crisis that would lead the country to extraordinary elections. However, political developments and the lack of agreement between the parties, according to analysts, leave open the possibility of the impasse continuing.

Acting President Albulena Haxhiu has announced that the date of the constitutive session of the legislature emerging from the June elections will be known next week.

But, it has been announced that the session will not be called in July.

"The constitutional deadline is until August 7 and at the beginning of August there will be a constitutive session. Next week I promise you that you will know the exact day and the exact time. And this is also important for the deputies that all 120 deputies be present at the constitutive session, as the Constitutional Court's judgment emphasizes," said Haxhiu.

Until August 7, the new deputies have time to constitute the eleventh legislature of the Assembly.

The obligation stems from the Constitutional Court's ruling, published on June 25, 2025, when there was a deadlock in the Assembly.

Article 66 of the Constitution stipulates that “The Assembly of Kosovo shall be elected for a four-year term, starting from the day of the constitutive session, which shall be held within thirty (30) days from the day of the official announcement of the election results.”

The certification of the results was carried out on July 8 by the Central Election Commission (CEC).

Meanwhile, based on the interpretation made by the Constitutional Court, the term "holding" the constitutive session means that it is concluded.

"The requirement from paragraph 1 of Article 66 of the Constitution, that the Assembly hold the Constitutive Session within thirty (30) days does not mean only that the elected deputies must physically gather in the hall. The meaning of this norm must be substantial and functional, meaning that within this deadline all constitutional actions resulting in the constitution of the Assembly must be carried out", states point 132 of the judgment.

According to this point, these include: verification of the mandates of the elected deputies; their taking of the oath; and the election of the Speaker of the Assembly and the election of the Deputy Speakers of the Assembly. The Court has emphasized that without the successful completion of these constitutional actions, the Assembly cannot be considered legally constituted and, consequently, cannot exercise any of the functions assigned to it by the Constitution.

Haxhiu said that he has given political parties time to hold meetings and reach agreements before calling the session.

"Since the time limits for electing the president begin to run after the constitution of the Assembly, that is, 60 days after the constitution of the Assembly of the Republic of Kosovo, I have assessed that I should give the political parties the time available to reach an agreement, so that as soon as the Assembly of the Republic of Kosovo is constituted, there is no need to wait 60 days to elect the president, or to not come to a situation, which I do not believe anyone wants, where we do not elect the president and have to go to extraordinary elections once again," said Haxhiu, who as the Speaker of the previous legislature, together with the members of the presidency, is making preparations for the constitutive session.

Last week, acting Prime Minister Albin Kurti met with the leaders of the two parties, PDK and LDK, but they did not yield any results. PDK leader Bedri Hamza said after the meeting that this party will remain in opposition. Meanwhile, LDK leader Lumir Abdixhiku stressed that he is willing to reach an agreement, but suspended the talks two days ago due to the internal crisis in the party and the request to call an Extraordinary Assembly, through which it is intended to dismiss Abdixhiku, who accused a group within the party of aiming to block the election of new institutions.

And, Haxhiu said that new elections would not be in the interest of citizens or political entities.

She welcomed the meetings initiated by Prime Minister Albin Kurti with parliamentary parties and called on all entities to continue the dialogue.

"Prime Minister Kurti has invited political parties for this purpose, but LDK has suspended negotiations, while PDK has had its own position and AAK has not responded positively to the invitation. There cannot be, so to speak, obligations to respond to these meetings, but it is very important that for the sake of the citizens of the Republic of Kosovo and for our state itself, that there is maximum effort to find a solution", she said. "I have positively assessed the approach of LDK and PDK, that they have agreed to continue these meetings. I do not think it is good that LDK has now suspended, so to speak, meetings to reach an agreement. I also invite the Alliance for the Future of Kosovo to respond positively to invitations for meetings because we cannot have an agreement without having meetings. Therefore, a serious approach, constructiveness in these discussions leads to an agreement".

And, political science professor Basri Muja estimates that the chances of reaching a political agreement on the election of the president are small, despite the efforts so far for dialogue between the parties.

According to him, the constitution of the Assembly and the formation of the Government could be completed within a few hours, but the main challenge will remain the election of the president.

"It seems difficult to have an agreement. Kurti invited the parties, we know the epilogue of those meetings. The chances are not great that we will have an agreement on the president. While the constitution of the Assembly and the formation of the Government will be completed within hours, the problem will be the issue of the president," Muja said on the "60 Minutes" show on KTV.

He emphasized that despite the good atmosphere at the meeting between LVV and LDK, recent developments within LDK, where an extraordinary assembly is expected to be held for a vote of confidence in President Abdixhiku, have made it difficult to reach a compromise.

The vice-chairman of the LDK, Lutfi Haziri, said that this party belongs to idealists and that idealists are the membership. He said that it is time for the LDK to return to idealists, to the membership.

"In Kosovo, history has taught us that LDK is a party of idealists, PDK is a party of insurgents, and VV is a party of the discontented. LDK belongs to idealists and its idealists are its membership. Not functionaries. Time to return to idealists!", Haziri wrote on Facebook.

LVV, the winner of the elections since 2019, is seen as the biggest beneficiary of the LDK electorate, which has continued to shrink significantly. Currently, there are two factions in this party – one that aims for a coalition with LVV and the other that is opposed. After the extraordinary assembly, it will be decided whether negotiations with LVV will continue or not.

Political scientist Muja expressed his expectation that LVV would provide a platform for discussion and cooperation with other parties, in addition to LDK. He said that political entities should also compromise on the president, who he said should not be partisan.

"If a party candidate is insisted on, as has happened so far, that position should belong to the largest party, but it would not be healthy for our democracy. Parties should give up on a party president," he said.

The June 7 snap elections were the third general elections held within a year and a half, which had to be organized after the deputies of the Tenth Legislature failed to elect a new president, following the expiration of Vjosa Osmani's five-year mandate.
