VV says it was denied access to the legalization files of four buildings, the Municipality denies it

Artikull i përditësuar (20:20) - Shefi i grupit të asamblistëve të Lëvizjes Vetëvendosje në Kuvendin Komunal të Prishtinës, Gëzim Sveçla, ka thënë se është konfirmuar tashmë se janë legalizuar që të katër objektet, për të cilat një sinjalizues ka ngritur dyshime se procesi për to është zhvilluar kundërligjshëm me qëllim përfitimi.

Sveçla said that the municipality has not provided access to the full legalization file for these privately owned buildings.

"Instead, we were handed four legalization certificates. Without the accompanying documentation and without the basic materials on which those decisions were made, so we asked for the files, they gave us the certificates. This is even more worrying when the law stipulates that the legalization database is public, and that the public has the right to access it," Sveçla stressed.

After this, Sveçla said that he has filed a complaint with the Information and Privacy Agency, and expressed his expectation that access to the full file will be provided through this institution.

"We have a specific question for Përparim Rama and his governance in the capital. If everything is in order, as Mr. Rama is claiming, why are you not opening the files? If the legalizations were done according to the law and if the documentation is regular, we ask you to publish the same. Because those who have submitted certificates to us show that the object has been legalized, the file shows us how it was legalized. So, the certificate shows the result, while we are interested in knowing the process and procedure. We will learn this only when we have the files," he said.

Sveçla has also announced that the case is also being handled by the Special Prosecution Office.

He said that on Thursday, the Vetëvendosje Movement assemblyman, Çlirim Gërbeshi, was interviewed by the Prosecutor's Office, while on Friday, Berita Abazi was also interviewed.

Në reagim, Komuna ka thënë se nuk ia ka refuzuar qasjen VV-së në dokumentacionin e katër rasteve të legalizimit. Sipas reagimit, “kërkesa është trajtuar në përputhje me ligjin”. Aty është thënë se në dosje ka të dhëna personale “që nuk ka të drejtë t’i shpërndajë”.

“Kërkuesve u janë ofruar vendimet e legalizimit, ndërsa për dokumentacionin tjetër u është mundësuar konsultimi i dosjeve në ambientet e Kryeqytetit, në termin të dakorduar paraprakisht. Dosjet përmbajnë të dhëna personale dhe private të personave fizikë, të cilat Kryeqyteti nuk ka të drejtë t’i shpërndajë në kundërshtim me ligjin. Transparenca nuk nënkupton shkelje të ligjit dhe as ekspozim të të dhënave të mbrojtura. Kryeqyteti nuk është mbi ligjin. Prandaj, Kryeqyteti do të vazhdojë të zbatojë ligjin, të garantojë transparencën dhe të mbrojë të drejtat e secilit qytetar, pavarësisht presionit apo interesit politik të kujtdo. Për çdo pretendim tjetër, ju inkurajojmë t’u drejtoheni institucioneve kompetente. Kryeqyteti gjithmonë është i gatshëm të bashkëpunojë plotësisht me organet e drejtësisë”, thuhet në reagim.
