The lack of publication of the list of beneficiaries before the execution of the scholarships has caused dissatisfaction among some students in Fushë-Kosovo. They have said that there was a lack of transparency and that the publication of the lists was only done after complaints. And, the opposition in this municipality has warned of action.
Students from Fushë-Kosovo waited four months to learn whether or not they were beneficiaries of scholarships allocated by Kosovo.
One of them, Vesa Piskala, said she only received the answer when she inquired herself. After hearing that some students had been paid without the results being published, she sought clarification and even filed a complaint with the Directorate of Education.
"At the beginning of July, some students were paid, but no official list was announced as to whether we were beneficiaries or whether we were rejected. When I saw this situation, I submitted a request to the Directorate of Education where I requested the list of beneficiaries, those who were rejected, and the minutes. After the public reaction, the Municipality of Fushë-Kosovo has published the first list of students who were selected," she said.
The publication of the first list of beneficiaries was made on July 17, after the municipality previously distributed the funds to a number of students.
The Municipality justified the action, including the fact that the beneficiaries received the money without signing the contract that, according to the announcement, should have preceded the allocation of funds to the account.

"The temporary grants of the first list have begun to be distributed before the list was published, due to the volume of the Commission's commitments, which were simultaneously preparing the second list. It is not necessary to sign a contract, as the scholarship in question is simply temporary assistance," the response of the Municipality of Fushë-Kosovo says.
Three days after the first list, the second list was published with beneficiaries, but who were promised that the funds would be credited to their accounts later.
Student Piskala said that the lists also raised suspicions, since they only contained the students' first and last names and not the field of study or the ranking according to the assessment. The Municipality said that they intentionally did not publish the data, with the justification of preserving the confidentiality and privacy of the students.
The opposition in Kosovo Polje has reacted to the publication of the lists in this form, and has warned of action.
"We will use all institutional mechanisms to ensure full transparency, demanding the publication of the applicants' scores, the report and minutes of the evaluation committee, as well as any other document that justifies this process," said Laureat Gojnovci, head of the Democratic League of Kosovo assemblymen in the Fushë-Kosovo Municipal Assembly.
