Melos Kolshi from the Kosovo Law Institute said that the Kosovo Assembly should repeat the vote for deputy speakers from minority communities, and that the Serbian deputy speaker, as well as the one from other communities, should be voted on in a package.
He said this while commenting on the interim measure that the Constitutional Court decided on for the constitution of the Assembly.He considered the measure determined by the Constitutional Court to be necessary. According to him, this measure avoids the constitutional vacuum and preserves institutional functionality.

The Constitutional Court imposed a temporary measure against the constitution, following the complaint of the Serbian List against the separate voting for the election of deputy speakers of the Assembly, from among the minority communities, during the constitutive session. None of the 9 deputies of this party received a majority of votes in the Assembly to be elected deputy speaker. And the other Serbian deputy, Nenad Rašić, who does not belong to this group, did not receive any votes either. Previously, the Speaker of the Parliament Dimal Basha separated the voting process for the deputy speakers from among the communities. Despite the failure to elect a Serbian deputy speaker, Basha has declared the Assembly constituted.
According to Kolshi, it is precisely Basha's proposals that are causing blockages.
"The problem is stemming from the blocking scenarios of the current Speaker of the Assembly's proposals, which is a harmful practice and does not belong to previous parliamentary practice," he said, adding that previous practices make it clear that the Speaker is voted alone, the three Albanian Deputy Speakers in a package, and the two Deputy Speakers of the communities in a package.
"Any deviation from these practices constitutes a violation of the Constitutional Court's rulings and the practice built into the constitution and risks a harmful and dangerous precedent for the functioning of institutions in the future," he added.
