The workers of the municipal enterprise "Prishtina Parking" have been practicing the profession of police for some time now. These powers, which also exist in the new regulation, have been opposed by the Ministry of Justice.
On January 15, 2024, in the review of the legality of this regulation, this ministry said that "Prishtina Parking" cannot impose contravention sanctions on citizens. According to them, Article 22 paragraph 1, 3, 8 and 9 should be revised, where among them is also the confiscation of citizens' cars, as well as the placement of wheel blocks.
However, no action has yet been taken to address them by the municipal authorities.
These and other irregularities in the new regulation of "Prishtina Parking", have also been opposed by the Group for Legal and Legal Studies. They have recently sent a request to the Municipality of Pristina to re-vote this regulation.
The problem of accessing and processing citizens' data, exceeding the competences of "Prishtina Parking" in the management of public spaces outside the parking lots, the incomplete appendix of the price list and categorization of prices and other articles of the regulation, according to Liridon Salihi, from GLPS, they are not OK.
"We estimate that with this regulation, "PP" has been given the power to manage the use of public spaces outside the parking lots in an illegal manner. On the other hand, it is very disturbing that another competence has been given, that of blocking and confiscating cars, which still contradicts the law on road traffic that was in force when this regulation was voted, but also with the current law, which is in power. Another issue was the failure to take into consideration the evaluations of the MoD, in relation to the changes of this act... In addition to these, there are also missing appendices to the price list for the three and many other areas", he said.
The passage of this regulation in December last year was also helped by the LVV. But Feim Osmani, from this party, accepts the fact that the regulation has its own shortcomings.
"We have pointed out many times that the regulation is not the best possible, but we have done as much as we could and as much as we have had in our hands the parts that we have described as beautiful and scandalous many times. However, we have reviewed it item by item but we have not drafted it in this regulation, we have given our remarks during the session, but it is difficult to find an understanding from all the assembly members that some of you like it and some of you don't. If it comes to the assembly, we will make efforts to improve it", said the VV assemblyman.
The spokesman of the municipality, Donat Lushaku, calls the irregularities observed in the regulations by GLPS their claims.
"There are several claims that he submitted on April 5 to GLPS. I believe that within a period of one month they will be dealt with first by the legal office of the president's cabinet, as well as come to a conclusion and see if there is a need to send these points back to the assembly to complete and change the regulation for "Prishtina Parking" ". Of course, you will also be informed about the next steps", said Lushaku.
The new regulation for "Prishtina Parking" entered into force on January 21 of this year and since the beginning of implementation there have been complaints about it.
Other irregularities in this regulation according to the GLPS are the increase in prices for parking lots with parking lots in Zone I, the lack of responsibility for damages caused to public parking lots, the lack of a price list for Private Parking lots and for Zone 3, and the non-addressing of some proposals voted by the assembly members in the final draft of the Regulation.
