"Rama 2" cabinet without directors

The Mayor of Pristina, Përparim Rama, has not yet presented his cabinet with which he will govern for the next four years, despite the fact that over 100 days have passed since his re-election. Bekim Salihu, a policy analyst at the GAP Institute, says that these delays are reflecting inaction, while he suspects that all this is being done in anticipation of a possible coalition between the LDK and VV at the central level.

It has been 106 days since the mayor of Pristina, Përparim Rama, won his second term in the runoff held on November 9, and 76 days since he was sworn in for his second term, yet Pristina still does not have its governing cabinet. 

Despite the fact that the extraordinary session, where the Pristina budget was passed, reflected a rapprochement between the LDK and PDK, many directorates in the capital continue to lack directors.

Bekim Salihu, a policy analyst at the GAP Institute, said that it is paradoxical why President Rama is not yet presenting his governing cabinet, since according to him, he has the numbers.

"It seems that the numbers are there, but why it is not coming to the appointment of directors is interesting but also paradoxical because Përparim Rama will have to announce his governing cabinet from the first days of reaching a coalition with other parties, and this would enable and create space for work. The reasoning that we are waiting for an inclusive government is ridiculous. He can create an inclusive government at a later period, but at the same time he can create a current government," said Salihu.

Salihu emphasized that the delays could also be related to developments at the central level.

"The reason that may be behind this whole mystery is that Mr. Rama may be waiting for a possible coalition at the central level between LDK and VV, or let's say a conditional bargain for the presidency and then modify the coalition at the local level, this is my assumption," he stated.

He said that it would be good for President Rama to appoint directors of departments, shareholders and board members as soon as possible, as this affects the lack of work in the capital.

There is also a lot of criticism from the opposition on this issue.

Assemblywoman from Vetëvendosje, Leonora Bajraktari, said that the delays are occurring because President Rama is unable to fulfill the wishes of all coalition partners. 

"The delays are coming because there is a lot of dissatisfaction within the parties and it is impossible for President Rama to fulfill all the wishes they have in the coalition, and it is not that there are few parties. In the coalition, he has PDK, AAK, NISMA and the League for Pristina," said Bajraktari.

The response of the Municipality of Pristina on this issue states that "so far there is nothing official."
And the Municipality announced on Monday that a session has been called for Friday.

On December 9th of last year, Mayor Përparim Rama was sworn in for his second term, while the Municipal Assembly was also constituted on the same day.
