After the meeting of party representatives to prepare for the constitutive session of the new legislature, the LVV and LDK have given signals for the continuation of negotiations and the possibility of an agreement on the formation of institutions. Both parties have expressed their willingness to negotiate, while the PDK and AAK have reconfirmed their previous positions.
Signals for the possibility of an agreement on institutions between the Self-Determination Movement (LVV) and the Democratic League (LDK) were given on Friday, following the meeting that Parliament Speaker Albulena Haxhiu held with representatives of political entities, with the aim of preparing the constitutive session of the 11th legislature, called for August 6.
Albulena Haxhiu, whom LVV is expected to propose for the new mandate as Speaker of the Assembly, welcomed the decision of the LDK Assembly, held the day before, not to dismiss Lumir Abdixhiku from the position of Speaker, who, after meeting with LVV Chairman Albin Kurti, had spoken optimistically about the possibility of an agreement.
Abdixhiku had suspended meetings with Kurti, following the initiative in the LDK to dismiss him.
And, Haxhiu said that the survival of the vote of confidence is a development that enables the continuation of the meetings.
"It is good news that we already had a meeting of the LDK yesterday. So good news in the sense that the meetings can now continue, because as you know, they are suspended until the situation within the LDK is clarified. Of course, it is not in my mandate or my responsibilities, especially not in the capacity that I am to speak about that issue, but it is very important that the meetings continue", said Haxhiu. "So, they should start and be held".

Third failure
KOHA reported that in principle, Kurti and Abdixhiku have agreed on a coalition, which some LDK deputies are against. And, in the Assembly of this party, in addition to the fact that the delegates did not approve the initiative to dismiss Abdixhiku, they also voted for a declaration, which obliges all officials, deputies and representatives of this party to implement the decisions of the competent bodies, while providing for statutory measures for those who act in contradiction with them. It prohibits them from publicly opposing official positions after the conclusion of the decision-making process. In this document, the LDK defines as a priority the functionalization of institutions and the avoidance of extraordinary national elections, which would be imposed if the president of the state is not elected within 60 days of the constitution of the new composition of the Assembly.
Haxhiu said that there must be maximum effort and seriousness to reach an agreement that achieves consensus on the election of the president.
"So it is very important that these meetings continue as soon as possible," said Haxhiu.
At the meeting called by Haxhiu, LVV was represented by Arbërie Nagavci, who was the head of the party's parliamentary group in the short-lived legislature of the Assembly. She said that the leadership of the winning party is willing to continue the political dialogue, and considered the willingness of the LDK to continue this process as a positive step.
"After reconfirming this finding, i.e. continuing his work as the chairman of the LDK, he (Abdixhiku vj) declared that he has received authorization from the Parliament to continue talks with Prime Minister Kurti. We of course welcome this decision of the Parliament and hope to continue discussions and agreement, because the country needs to continue work in all institutions with the defined mandates as soon as possible," said Nagavci.
However, she was unable to say whether there will be a direct meeting between the leaders of these two parties on Friday.
"This issue is decided between the president of LVV and the president of LDK," said Nagavci.
However, whenever an invitation for this meeting is made, the LDK is ready to respond positively and work towards the path that leads to the formation of institutions, said the elected LDK MP, Jehona Lushaku-Sadriu, who represented this party at the meeting invited by Haxhiu.
"Once we have a meeting, we will have a dialogue and eventual agreement if there is room for such an agreement. In fact, every partnership between political parties is built on the basis of basic principles. Because each party has come with a program and some basic principles," said Lushaku-Sadriu. "We are a party that is clearly oriented towards the West, we have our basic values that we want to impose in every agreement and in every partnership creation. The dialogue on partnership and on an eventual agreement is built on principles and on positions, but initially on principles. Where we want to orient the objectives of our program, and positions are a third-party matter."
After certifying the results of the June 7 elections, Kurti also invited the leader of the Democratic Party (PDK), Bedri Hamza, to talk about the process of constituting the institutions. However, after the meeting, Hamza said that the party he leads will remain in opposition.
PDK Vice President Vlora Çitaku, who participated in the meeting of party representatives, reconfirmed this position. She emphasized that despite the readiness to constitute institutions, the distances of political cooperation with LVV remain large.
"PDK has a clear political position. We will be in opposition, but at the same time we are interested in the establishment of Kosovo institutions as soon as possible, so that we can begin addressing the demands and needs of Kosovo citizens," said Çitaku. "We are light years away from the Vetëvendosje Movement and see very little room for cooperation. We have made this position clear. However, this does not mean that we do not cooperate when it comes to the establishment of institutions and the interests of the citizens of the Republic of Kosovo, but not in governance."
Kurti had also invited the leader of the Alliance, Ardian Gjini, to the meeting, but he refused. Gjini expressed his commitment that the MPs of the party he represents would participate in decision-making for the institutions, on the condition that the new government address a list of issues – from the partnership with the US to the budget for the capital.
After Friday's meeting to prepare for the constitutive session, the vice president of the Alliance, Besnik Tahiri, also spoke about the demands.
"If our demands are not taken into account, we will not become a tool. We became a respected party, from a party that was not invited to meetings," Tahiri emphasized.

The next meeting between Kurti and Abdixhiku also fails to reach an agreement
He stressed the need to avoid delays in the process of establishing new institutions.
"We should not play games and postpone the constitution beyond August 7. Any tendency for interpretation, which is related to an additional deadline of 1 month, only harms Kosovo and, above all, confirms our political position that this entire process of extension and prolongation has electoral purposes, which are also related to another cycle," said Tahiri.
Çitaku has also demanded full respect for the legal framework, the Constitution, the decisions of the Constitutional Court, and the Rules of Procedure of the Assembly.
And, in the Parliament's announcement of the meeting, it was stated that Speaker Haxhiu informed the representatives of the political entities of the agenda of the constitutive session.
"According to the regulation, the first item on the agenda will be the formation of the Temporary Committee for the verification of the quorum and mandates of the deputies, to continue with the swearing-in of the deputies. Next, the election of the Speaker of the Assembly and then the Deputy Speakers will proceed," the announcement states. "The session will be chaired by the oldest deputy, Avni Dehari (LVV), assisted by the youngest deputy, Fatma Taçi (KDTP)."
The announcement states that the Speaker of the Assembly and representatives of political entities agreed that, in accordance with the Rules of Procedure and previous practices, the entity with the largest number of deputies, namely the LVV, will sit in the middle seats of the plenary hall. On the right side of the hall, from the perspective of the chair of the session, the second entity in line, the PDK, will sit, while on the left side, the LDK. The other seats will be occupied by the deputies of the Alliance, those from the Serbian community and other non-Serbian communities.
"In this meeting, Speaker Haxhiu informed the representatives of political entities about the process of registering MPs, which will be carried out on August 3, 4 and 5," the announcement states.
The August 7 deadline for the constitution of the Assembly stems from the Constitutional Court's ruling, published on June 25, 2025, when there was a deadlock in the Assembly.
Article 66 of the Constitution stipulates that “the Assembly of Kosovo shall be elected for a four-year term, starting from the day of the constitutive session, which shall be held within thirty (30) days of the official announcement of the election results.”
Meanwhile, based on the interpretation made by the Constitutional Court, the term "holding" the constitutive session means that it is concluded within 30 days after the certification of the result. And the result of the June 7 elections was made on July 8.
"The court, returning to the provisions of paragraph 1 of Article 66 of the Constitution, emphasizes that the very structure of this constitutional provision implies that holding the constitutive session within the thirty (30) day period is not a formal or indicative possibility, but a constitutional obligation closely related to the beginning of the mandate of the new legislature," the judgment states. “The requirement from paragraph 1 of Article 66 of the Constitution, that the Assembly hold the Constitutive Session within thirty (30) days does not mean only that the elected deputies must physically gather in the hall. The meaning of this norm must be substantial and functional, implying that within this deadline all constitutional actions resulting in the constitution of the Assembly must be carried out. These include: (i) verification of the mandates of the elected deputies, (ii) taking the oath by them (iii) election of the President of the Assembly and (iv) election of the Vice-Presidents of the Assembly. Having said this, the Court reiterates that without the successful completion of these constitutional actions, the Assembly cannot be considered legally constituted and, consequently, cannot exercise any of the functions assigned to it by the Constitution.”
The results of the February 9, 2025 elections were certified on March 27, the constitution session began on April 15 - and the president and four vice presidents were elected on August 26 - 152 days after certification.
However, during this period, the Constitutional Court had issued two judgments declaring most of the hearings invalid and, according to the Constitutional Court, the 30-day deadline had not been exceeded.
Vetëvendosje has secured 53 seats. Together with MPs from the communities, it has enough votes to elect the speaker of parliament and the government. Meanwhile, to elect the president, at least 80 MPs are required to participate in the voting in the first two rounds.
The LDK has secured 18 seats in the Assembly.

Kurti interested in cooperation with LDK, Abdixhiku for institutional balance
Based on the interpretation by the Constitutional Court, if a head of state is not elected within 60 days after the constitution of the Assembly, then the Assembly is dissolved and early elections are organized.
