Isufi: No company was favored in the procurement for the repair of the A5 boiler

Skender Isufi, who is a procurement officer at the Energy Corporation, concluded his testimony on Thursday in the court process for the case known as “KEK 2”, in which the former CEO of KEK, Nagip Krasniqi, the former head of procurement, Ymer Dragusha, and lawyer Isuf Zejna are accused of corruption. During his testimony, Isufi emphasized that he did not notice any favoritism towards any company in the procurement process for the repair of the Block A5 boiler.

The procurement officer at the Energy Corporation (KEK), Skender Isufi, said during his testimony in the court case known as "KEK2" that he did not notice any favoritism towards any company in the procurement process for the repair of the Block A5 boiler.

Isufi continued his testimony on Thursday in the case in which the former CEO of KEK, Nagip Krasniqi, the former head of procurement at this enterprise, Ymer Dragusha, and lawyer Isuf Zejna are accused of abuse of official position. 
"No, we have not had any element to say that we are biased towards anyone... I can't say. We have made assessments of the offers we had and we have given our opinions as a commission," he emphasized before the panel of judges.

The witness emphasized that the company "Litwin", in the first open procurement procedure, did not meet the conditions, such as submitting the list of employees.

"No, because he did not meet the criteria that required documentation, health certificates, a list of personnel, a work permit was not issued. It was more about the orientation of the entry permit, then the contract was terminated," said Isufi.
The prosecution claims that this company was favored in the second procedure, which was negotiated.

Based on the indictment filed by prosecutors Fikrije Fejzullahu and Ilir Morina, Nagip Krasniqi in his capacity as the CEO of KEK, Ymer Dragusha in his capacity as the acting director of the procurement office, and Isuf Zejna, as a representative of the company "Rexhepi Zeqiri Zejna LLC", are accused of having caused damage to the state budget of approximately 37 million euros through their actions.

Krasniqi and Dragusha are also accused of having provided an illegal benefit to the company "Litwin SA" through the tender for repairs, which had been declared irresponsible in the previously opened procurement procedure.

Meanwhile, in another consultancy tender, the prosecution claims that Isuf Zejna was involved in drafting the negotiated tender worth 60.0000 euros, which was later won by the company in which he was a shareholder.
