Deputeti i Partisë Demokratike të Kosovës (PDK), Enver Hoxhaj, ka thënë se Kuvendi që sot ka nisur të konstituohet është jolegjitim.
Ai ka thënë se janë shkelur të gjitha afatet kushtetuese, pasi sipas tij, Kushtetuta ka dhënë një afat të qartë 30-ditësh që Kuvendi të konstituohet pas certifikimit të rezultatit të zgjedhjeve.
Hoxhak ka thënë gjithashtu se edhe Gjykata Kushtetuese e ka përkujtuar një gjë të tillë dhe se këto afate janë shkelur.
“Kjo se çfarë po ndodh në këtë vend është e paprecedent, meqë së pari e kemi një situatë politike që Kuvendi të cilin sot filluam ta konstituojmë është një kuvend i cili është jolegjitim”, është shprehur Hoxhaj në emisionin “Konfront”, në KTV, duke thënë se si PDK kanë marrë pjesë në seancën konstituive “për ta rikthyer rendin kushtetues”.
Ai ka vlerësuar se për bllokim të formimit të institucioneve fajtor është kryetari i Lëvizjes Vetëvendosje, Albin Kurti.
Hoxhaj ka thënë se Kurti sa ka qenë në opozitë ka qenë bllokadë kryesore që të tjetër të qeverisin dhe ta lëvizin vendin përpara dhe se tani pasi ka ardhur në pushtet bllokon që të konstituohet Kuvendi, që të formohen institucionet e reja.
Në vazhdimin e seancës konstituive që është mbajtur të mërkurën, kryetarja e re e Kuvendit, Albulena Haxhiu, i ka përdorur dy arsyetime për të pamundësuar konstituimin e Kuvendit të mërkurën.

The same term was also used by the Serbian List in the constitution of the VIII Legislature, on March 22, 2021. At that time, Vetëvendosje voted for the proposal.
The speaker's second justification was that there are no votes for the vice-presidential candidates proposed by the Democratic Party and the Democratic League.
However, the nominated names were not put to a vote, which would have verified whether or not they had the support of the deputies.
